Chairman Woog stated that five letters have been received from the following and will be
made a part of the permanent record: Attorney representing Thomas Drong,Anthony and
Thomas Drong, Pequot Lakes HRA, Branden Miller and Hildegard and Joseph Zwack.
Public comment: Carrie Walsh, Bell Avenue, asked if the letters were for or against the
variance. Mr. Woog stated that four were against and that one was uncertain.
Susan Schwankle, next door neighbor, asked for clarification for the request. She was
told it was a variance for lot line setbacks.
Tom Drong, property owner across the street, stated that there is no curb&gutter and
that this lot collects rainwater. Heavy rains do drain to his property, but only a portion as
this lot collects most. He also had a concern that the house would obstruct the road and
safety was an issue.
Shelly Anderson stated that water is a huge problem and this would make the corner
dangerous.
Tom Schwankle commented on the traffic on the corner and wouldn't want a structure
close to the street. Children plan in this area. Property line needs to be determined.
Tom Drong stated he contacted the City in 2003 and was informed that those lots could
not be built on because of the setbacks. He had wanted to purchase the lots at that time.
Kevin McCormick, Landecker and Assoc., stated that there was not sufficient time to
complete the survey work and once it has been completed, it will answer the
Commission's questions.
Commission Discussion: Most houses in the immediate vicinity have one-stall garages,
this one has two stalls. There really is no need for a variance - a house could be built on
the lot without encroaching on setbacks. One-foot contours will need to be included on
the survey.
A motion was made by Tom Adams, seconded by Mark Hallan, to table this matter,
based on the following findings of fact:
1. Survey to include City water and sewer utilities.
2. Survey to include one-foot contours.
3. Survey to indicate maintained road surface.
4. Staff to clarify setback requirements.
Roll Call Vote: Mr. Habein: Aye;Mr. Williams: Aye; Mr. Adams: Aye;Mr. Hallan:
Aye;Mr. Varilek: Aye;Mr. Pederson: Aye. All members voted"aye". Motion carried.
OPEN FORUM: There was no one in attendance for Open Forum.
Planning Commission 3
April 21, 2005
