Hwy 371 North
September 27, 2004
mile depending on whether it is urban to rural).
We ask that MnDOT review traffic types and projections as the project schedule becomes
more defined, and if warrants are met,to consider installation of a stoplight at the Morehouse
Drive intersection (50% of the costs being shared by the City).
Morehouse Drive - West Lake Street 10.3 miles }
22. On the west side just north of the new Morehouse Drive four-way intersection, MnDOT
should note that the property is zoned Industrial.
The City is expectant that MnDOT's standards for service roads in such areas will reflect
larger radii, widths, etc. needed for vehicles in such zoning.
23. Also on the west side north of Morehouse Drive extended, MnDOT needs to have
discussions with the property owner(Mr. Babinski)about his future development plans and
how a service road through here would work with these plans.
It appears that the service road will need to 'meander' slightly to the east from its present
depicted alignment to abut the back lot line of the properties adjacent to the present TH 371.
24. On the west side north of Mr. Babinski's property to West Woodman, the City understands
the advantages of the proposed `straight' alignment. However, MnDOT will need to work
with the property owners (Gloria Dei Church being one) to mitigate impacts to these
properties.
A frontage road has been discussed to miss the Church's play area west of the building.
However, this would most likely require some significant "S" curves to connect with the
backage road alignments north and south of the Church.
A backage road alignment that `meanders' east of the parsonage(that apparently is going to
be used as an assisted living house), west of the play area, and then back to the present
depicted alignment is something the City would like MnDOT to consider.
West Lake Street - West Woodman Street { 1 block 1
25. Again, for the safety of the service road network that will benefit the Trunk Highway, the
service road from West Lake to West Woodman should be part of this project and not 'by
others'.
We understand that there are no accesses that MnDOT would be closing between these two
streets, but the re-routing of traffic resulting from MnDOT's overall access management plan
will result in more traffic using these City streets. Thus,MnDOT is impacting the City street
CADocuments and Setting§AdministratoALocal SettingATemporary Internet File§OLKB\Comments for Council to consider sending to MnDOT
092704-memo.doc
