Hwy 371 North
September 27, 2004
system and should be able to justify at least paying for a standard 32-foot service road(City
acquires R/W, City pays for street section `above' the standard 32-foot ditch-lined service
road).
Woodman Street - Sibley Street { 4 blocks }
26. With MnDOT closing accesses and `pushing' traffic to the CSAH 11 intersection, they will
be worsening the situation with the CSAH 11/Main Street/2nd Street/Front Street/Brown
Street "corner".
Even though MnDOT has not significantly changed their access control plan through town
during this multi-year process(which has shown many accesses being closed),the right-in,
right-out layouts of West Washington Street in Brainerd and the multi-access points
proposed for Pine River open up questions that MnDOT will need to address relative to
Pequot Lakes (why there and not here?).
Consider right-in right-out accesses for the following: Front Street (southbound); West
Woodman Street(southbound); East Woodman Street(northbound); and East Sibley Street
(northbound)1.
Whether adding these accesses is going to help relieve/manage congestion or just add to it on
certain City streets is an arguable point. However, it does give local traffic other options
besides being funneled through the one stop-lighted intersection with CSAH I I/Main Street.
The City, on its own, recognizes it needs to look at parking as well as their own City street
network for multiple routes to handle local traffic.
27. Possibly look at a relocation of CSAH 11 with the County(move to the south a couple blocks
to Woodman Street).
From the TH 371/Woodman Street intersection, the "new" CSAH 11 would proceed east
along Woodman Street to Old 371 (probably still a 4-way stop). It would then continue east
at least another block past Gravdahl Drive and then would"S"curve to the north to connect
back into the present CSAH 11.
We would anticipate as part of any realignment, the County would `turnback' Front Street
and Main Street west of TH 371 as well as Main Street east of TH 371 out to the connection
of the "new" CSAH 11 with the present CSAH 11.
This "new" CSAH 11 would line the stop-lighted intersection up with a street that comes
directly from the school, would avoid the Main Street/2nd Street/Front Street/Brown Street
CADocuments and SettingkAdministratof\Local SettingTemporary Internet File§OLKB\Comments for Council to consider sending to MnDOT
092704-memo.doc
