Conditional Use Permit Application <br /> Dawn Bittner indicated that Joe Dotty of Dotty Auto Company is <br /> requesting a conditional use permit for auto rental in the commercial zone. <br /> Dawn reviewed the report and noted that the Planning Commission <br /> recommended approval. <br /> COUNCIL MEMBER AKERSON MOVED TO APPROVE THE <br /> CONDITIONAL USE PERMIT REQUESTED BY DOTTY AUTO TO <br /> ALLOW AUTO RENTAL IN THE COMMERCIAL ZONE. COUNCIL <br /> MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 7-0. <br /> 8. Presentation from Health Insurance Committee Regarding Employee <br /> Health Insurance Renewal and Rates <br /> The City Clerk indicated that a health insurance committee has been <br /> formed. The committee compared premium rates and coverage with other <br /> insurance companies and surveyed surrounding cities to find out what was <br /> being done to help supplement the employees' health insurance <br /> premiums. The Clerk reviewed the committee's report and <br /> recommendations. The Council discussed the proposed options and the <br /> budget impact on each option. <br /> COUNCIL MEMBER SJOBLAD MOVED TO IMPLEMENT OPTION #3 — <br /> THE CITY PAYS THE SINGLE RATE PREMIUM AND ONE HALF OF <br /> THE REMAINING BALANCE OF THE FAMILY RATE. COUNCIL <br /> MEMBER BOLZ-ANDOLSHEK SECONDED THE MOTION. MOTION <br /> FAILED 2-5. COUNCIL MEMBERS SJOBLAD AND BOLZ- <br /> ANDOLSHEK VOTED IN FAVOR OF THE MOTION. MAYOR MALECHA <br /> AND COUNCIL MEMBERS RYAN, PFEIFFER, AKERSON, AND <br /> JOHNSON VOTED AGAINST THE MOTION. <br /> The Council suggested going with a plan that does not impact the budget <br /> so much this year and suggested that if the budget allows in 2005, that the <br />
