Mr. Brett Twardy, Water/Wastewater Superintendent RE: Letter Agreement Between Owner and Engineer Wastewater Treatment System Assessment City of Pequot Lakes, Minnesota March 26, 2004 Page 4 of 6 The Facility Plan Report would be anticipated to include the following Sections: ■ Wastewater Treatment Flow Projections, ■ Wastewater Discharge Quality Objectives, ■ Design Standards, ■ Review of Existing Wastewater Treatment System, ■ Wastewater Treatment System Alternatives, • Preliminary Cost Estimates, ■ Discussion of Alternatives, ■ Recommendation of Proposed Alternative for Implementation, ■ Arrangements for Implementation, ■ Environmental Compliance Review. In addition to preparation of the report, AE2S will schedule strategic review meetings with appropriate City personnel during preparation of the document. Involvement of the City staff will be critical in preparing a Facility Plan that provides for the near-term needs and accommodates the long-term vision for the City of Pequot Lakes. AE2S will also present the draft document to the appropriate City Stakeholders for review and comment and revise the document as necessary. Anticipated Engineering Fees = To Be Determined (TBD)' A Facility Plan Agreement and associated Engineering fees would be negotiated pending the determination of the final Scope of Services for the project. At the time of this proposal, based on initial communications with representatives of the City, it is anticipated that Engineering fees for the comprehensive Facility Plan Report would be approximately$40,000. Approval of Task 6 would be in place of Tasks 1 through 5. Evaluation of the key issues identified in the previous tasks would be included in the completion of Task 6. Approval of Task 6 would not indicate authorization to initiate work on the project, but rather indicate support of the Facility Plan Report task. Representatives of AE2S would coordinate with Pequot Lakes staff to develop the appropriate Scope of Services and associated fees. The final Facility Plan Agreement between Owner and Engineer, including the Scope of Services and associated fees, would be presented to the City Council for approval at a future meeting. i Engineering Fees and Approval i AE2S proposes to render the aforementioned Scope of Services including Tasks 1 through 5 under this Agreement per the attached 2004 Hourly Fee and Expense Schedule (Exhibit A) on a cost plus basis to a Not to Exceed amount of nine thousand four hundred and fifty dollars ($9,450.00). If it satisfactorily sets forth your understanding of this Agreement, please initial the desired tasks in the space provided and sign and date both this original and the enclosed copy in the space provided. You should retain the original for your files and return the copy to AE2S.
