Consider Granting Approval to Sibley Lake Association to Manage Shoreline COUNCIL MEMBER RYAN MOVED TO AUTHORIZE SIBLEY LAKE ASSOCIATION AND THE PROFESSIONAL LAKES MANAGEMENT TO MANAGE AND CONTROL THE LAKE SHORE OF THE CITY PARK FOR CURLEY LEAF PAWN WEED FOR THE TIME PERIOD ENDING 12/31/04, CONTINGENT ON APPROVAL OF THE DEPARTMENT OF NATURAL RESOURCES. COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION CARRIED 7-0. 7.2. Consider Request to Proceed with Preparing Specifications and Advertisement for Bids for Road and Street Improvements Mike Loven requested permission to proceed with drafting specifications and advertisement for bids for the following road and street improvements: • Pequot Boulevard — bituminous overlay from Ramsey Street to Nelson Street • Wilderness Point Road and Cullen Cove Road — gravel and a bituminous surface • Mayor Hills Road —gravel and a bituminous surface • Hubbard Street—shape roadway, install a culvert if needed, and cover with gravel with a bituminous surface in 2005. This would also include Water Tower Drive from Hubbard Street to Pillsbury Street to the north. It was suggested that Marshall Street looked at. The Clerk noted that a meeting has been scheduled with the property owners on Marshall Street, the City Engineer, and the Street Superintendent. COUNCIL MEMBER AKERSON MOVED TO AUTHORIZE THE STREET SUPERINTENDENT TO PROCEED WITH DRAFTING THE SPECIFICATIONS AND ADVERTISING FOR BIDS FOR THE PROPOSED PROJECTS. COUNCIL MEMBER PFEIFFER SECONDED THE MOTION. MOTION CARRIED 7-0. 7.3. Update on City Hall — (Liberty Tool Building) Mike Loven updated the Council on the progress of the retrofitting of the newly purchased city hall building. He noted that work is being done on the fire walls and doors. He requested permission to go out for bids for the elevator and cement work..
