The City has several watermain and sanitary sewer crossings under the existing highway. <br /> a. My understanding of present policy is that gravity (non-pressure) lines will not need to <br /> be inside casing pipes. Is this correct for these proposed four-lane improvements? <br /> b. Will existing pressure lines (watermain and sanitary sewer forcemains)that are not <br /> entirely within casing pipes across the entire existing R/W need to be within casing <br /> pipes across the entire existing R/W? <br /> c. If MnDOT needs to purchase additional R/W,will existing pressure lines(watermain <br /> and sanitary sewer forcemains)within this new R/W need to be within casing pipes? <br /> d. Can the City have `empty' casing pipes installed as a part of this project for use by <br /> future City water and sanitary sewer utilities? <br /> e. In all of the above, is the City responsible for all costs? <br /> 2. With the proposed access control on the highway, in some areas, existing local streets will <br /> become service roads (frontage and backage roads to replace access for properties)while in <br /> other areas, new service roads are shown to be constructed. <br /> a. I've seen where MnDOT/SEH has done some traffic projections and analysis of Crow <br /> Wing County's CSAH 11 east of the highway. Has MnDOT/SEH done any traffic <br /> projections and analysis for local City streets that will now be service roads? <br /> b. Who will pay for the new service roads that are shown to be constructed(R/W, design, <br /> construction, maintenance, eventual replacement/upgrading)? <br /> c. Will existing City streets that become service roads be upgraded in cross-section and <br /> structural capacity, and if so, who will pay for it(additional R/W if needed; design; <br /> construction, maintenance, eventual replacement/upgrading)? <br /> d. How much discussion has MnDOT/SEH had with local property owners about new <br /> service roads across their property? <br /> e. There are no service roads shown for the properties on either side of the highway north <br /> of CSAH 17. With proposed access controls,how will these properties be accessed? <br /> 3. Who will pay for the possible pedestrian bridge/underpass at Woodman Street(R/W, design, <br /> construction, maintenance, eventual replacement/upgrading)? <br /> Four-lane Highway with an East Pequot Lakes Bypass (Alternatives 3 and 4) <br /> 4. Who will the existing T.H. 371 segments that are `bypassed' be turned back to (County, <br /> City) and what costs are involved? <br /> 5. While the City's wastewater treatment facility's (WWTF's) stabilization ponds are missed <br /> by the proposed bypass alignment,the WWTF's spray irrigation field south of Derkson <br /> Road and east of the Paul Bunyan Trail is detrimentally impacted. I could find no mention of <br /> this in the Draft EIS.
