I reviewed it and the Draft EIS on <br /> the website(http://www.projects.dot.state.nm.us/seh/371), specifically the following documents: <br /> • Amended Scoping Decision Document(Nov. 2003) <br /> • Draft Environmental Impact Statement(Dec. 2003) <br /> • Figures 1 —4 <br /> • Figures 6—7 <br /> • Figures 10— 11 <br /> • Figures 14— 17 (1 could not open these as the statement, "The page cannot be <br /> found"came up on each of these.) <br /> . • Appendixes A- G <br /> • Figures A1 —A16 <br /> I have tried to note some engineering/infrastructure questions and concerns. However, as I have <br /> stated in the past, infrastructure is connected with financing, planning and zoning, and other <br /> variables/factors that the City has to manage. <br /> I would welcome the opportunity to sit down with the City Council and department heads/staff to <br /> review these above documents and my questions and concerns below before we talk with <br /> MnDOT. <br /> I have broken my comments into three main categories: thru town, bypass, and both.
