Draft EIS for Hwy 371 North
December 30, 2003
wastewater(MPCA Facility Plan/Study, environmental, land acquisition, design, re-
V?
permitting, and construction; this being a minimum 3-year process,
6. Several lots in the City's Industrial Park north of Derkson Road and west of the City's
WWTF's stabilization ponds are completely impacted. This in turn impacts the possible
expansion of infrastructure in expanding the City's Industrial Park.
a. How will the `cost' of the property and the impacts to loss of possible future expansion
be determined?
b. In conjunction with a relocation of the WWTF's spray irrigation field and the impact to
possible future expansion of the Industrial Park, what is the possibility of utility and
transportation `connectivity' (physical improvement-wise as well as cost-wise)between
the north and south sides of the new four-lane highway?
7. MnDOT made a statement that the only Wellhead Protection Area that would be impacted
was for Pine River. WSN was not involved in the delineation of Pequot Lakes' Wellhead
Protection Area/Drinking Water Supply Management Area, however, I would suggest that
City staff double check to confirm MnDOT's statement.
8. For Alternative No. 4 (Figure A10),there is no service road shown for the properties on the
west side of the highway north of where the existing T.H. 371 crosses over the proposed
new four-lane highway. With proposed access controls, how will properties along this
segment be accessed?
Both(Alternatives 1 through 4)
9. There is no service road shown for the properties on the west side of the highway south of
Crow Wing County Road 168. With proposed access controls, how will properties along this
segment be accessed?
10. Will the DNR and/or MnDOT pay for the pedestrian underpass shown for the Paul Bunyan
Trail near the `narrows' between West Twin Lake and East Twin Lake (R/W,design,
construction,maintenance, eventual replacement/upgrading)?
I plan on attending the Draft EIS Public Hearing on Wednesday,January 14, 2004. As mentioned
above,I will sit down with whomever you desire before then or after then to review these
questions and concerns (as well as those that come from this discussion) as well as being with the
City when they talk with MnDOT.
Please let me know how you would like to proceed.
c: Chuck Marohn, P&Z Administrator, via Email only
Mark Hallan, WSN
Don Anderson, WSN
CADocuments and Setting3Administratoi\Local SettingiTemporary Internet File§Content.IEA01BU4NXY1Comments on Dec 2003 Draft EIS for
Hwy 371 Northmemo.doc
