Pequot Lakes - Hwy 371 North
August 21, 2005
CR 107 North/CR 168 - Derksen Road/Derksen Road extended west I mile}
18. On the west side of the highway, the possibility of moving the proposed service road on the
north side to the west to form a four-legged intersection with Hurtig Road on the south was
dropped due to several issues: there were property remnant issues, MnDOT did not see a
direct benefit to TH 371 of this alignment so it would be a 100% City cost, and the top of
the hill on CR 168 was not necessarily the best place for this new intersection.
This and No. 17 above need input from and coordination with the County as it impacts
County Road 168.
19. For the service road on the west side of the highway, the City has been talking to the
property owners about possibly going with a backage road instead of MnDOT's proposed
frontage road (which MnDOT went with because they can get it to work at less cost).
For a backage road, the City would be responsible for paying for both R/W and business
"re-orientation" costs.
Council comment: It was noted by the Council that a backage road in this area has been a
Part of the Sibley Township plan for many years and MnDOT's proposal for a frontage
road is contrary to those planning efforts.
It was also noted that there is limited access for at least a mile from 107 N to Derksen
Road. Discussion was held regarding the possibility of a full access somewhere between
CR 107 and Derksen to make it more attractive as a commercial area.
20. On the east side of the highway, the service/backage road comes off of CR 107 North on
the east side of the Paul Bunyan Trail, proceeds north with multiple private driveway
crossings of the Trail, and then heads further north (see No. 21 below).
MnDOT is responsible for all costs associated with this segment.
The connection of this service road to County Road 107 will need input from and
coordination with the County.
21. On the east side of the highway, the service/backage road continues from the point
discussed in No. 20 above northerly along the edge of the City's wastewater treatment
plant's spray irrigation field.
The City is responsible for obtaining Minnesota Pollution Control Agency permit
modifications as well as all costs for the R/W along the City's spray irrigation field.
Even though no accesses are being closed along the highway, MnDOT has said they will
CADocurnents and Settings\Administrator\Local Settings\Temporary Internet Files\OLKB\082105 Overall List of Issues-memo.doc
