Pequot Lakes - Hwy 371 North <br /> August 21, 2005 <br /> Page 2 of 14 <br /> The City needs to keep working through the various issues with MnDOT for two main <br /> reasons: <br /> a. So the City knows what its costs are estimated to be. <br /> b. So the project is ready when the funding is available (there have been past instances <br /> where the State Legislature provides "money"dumps to fund transportation projects). <br /> 5. MnDOT will present a Final Layout for City concurrence in accordance with the Municipal <br /> Consent Law. At this point, the City will be asked to pass a resolution to accept MnDOT's <br /> Final Layout. <br /> Can the City give municipal consent yet have conditions on areas that are still in <br /> discussion? <br /> 6. MnDOT has a policy on what they will pay for and what the City has to pay for. All of this <br /> will need to be worked out in a cost participation Agreement between the City and MnDOT <br /> after both the State and the City approve the Final Layout. <br /> The City will need to work with a financial consultant on bond sales to cover their costs. <br /> WSN will be preparing a list of improvements and related estimated City costs. <br /> 7. The chance of the around the edge of town option being reconsidered was brought up early <br /> in the Committee process. MnDOT said that this basically is not an option anymore. <br /> 8. MnDOT said they would work with the City on identifying locations for and using, as <br /> much as they can, the trees the former Township planted. <br /> 9. Service road completion before highway construction and access interruption: to enhance <br /> safety, access, and circulation during construction. MnDOT will make this decision during <br /> the final design phase as construction phasing is laid out. <br /> 10. MnDOT will put the "guts" of pre-emption equipment in stoplights as a part of this project. <br /> However, it is the City's responsibility to obtain and install the proper vehicle equipment. <br /> 11. The City will be working with the County, as there will be several interactions between <br /> City streets-service roads and County Roads. <br /> 12. It varies depending on the direction coming into town,but it appears that roughly half of the <br /> trips are thru trips (less than 10 minutes) while roughly the other half are either extended <br /> through trips (10 minutes to 1 hour) or local traffic (greater than 1 hour). <br /> Therefore, this highway needs to be designed to allow the thru trips to safely get"in and <br /> CADocuments and Settings\Administrator\Local Settings\Temporary Internet Files\OLKB\082105 Overall List of Issues-memo.doc <br />
