City Council Minutes <br /> August 2, 2005 <br /> Page 3 of 9 <br /> --------------------------- <br /> Council Member Bolz-Andolshek stated that a committee meeting was <br /> held to discuss the scope, the area, and the phasing of a downtown <br /> project. Council Member Bolz-Andolshek indicated that Community <br /> Growth could have an implementation plan in place by the end of the year <br /> and that the committee is recommending to move forward with the plan. <br /> COUNCIL MEMBER SJOBLAD MOVED TO CONTRACT WITH <br /> COMMUNITY GROWTH FOR A DOWNTOWN PLAN AT $13,500. <br /> COUNCIL MEMBER BOLZ-ANDOLSHEK SECONDED THE MOTION. <br /> MOTION CARRIED 7-0. <br /> 5.4. North Sluetter Road <br /> Brian Schaffer stated that as part of the Island Vista Preliminary Plat, the <br /> Planning Commission has requested the Council to look at the possibility <br /> of widening a portion of North Sluetter Road. Engineer Tim Houle <br /> indicated that the developer, Earl Hemmerich, has offered to pay for the <br /> widening and graveling of 1/4 mile of the road to make the road safer and <br /> to line it up with the road to the plat. <br /> Property owners who live on the road were present and stated that the <br /> `,. entire road is unsafe and requested the Council to consider improving the <br /> entire road. Ron Schaefer indicated that he had a bid from Anderson <br /> Brothers to widen and blacktop the road for$85,000. The Council <br /> indicated that there are no funds at this time to improve the road. <br /> Council Member Nagel suggested that the City find out what the cost <br /> would be to gravel and widen the remainder of the road. Ron Schaefer <br /> requested the Council to look at a long term solution. <br /> Council Member Sjoblad suggested that the Council allow Mr. Hemmerich <br /> to improve the '/4 mile of road which would make the road safer and help <br /> the City by paying for the improvement. <br /> Discussion was held whether Mr. Hemmerich would be required to <br /> improve the road to City specifications. Mike Loven indicated that he <br /> informed Mr. Hemmerich that the road had to be a certain width and <br /> certain thickness. <br /> COUNCIL MEMBER RYAN MOVED TO TABLE THE ISSUE UNTIL THE <br /> SEPTEMBER COUNCIL MEETING. COUNCIL MEMBER PFEIFFER <br /> SECONDED THE MOTION. <br />
