Pequot Lakes -Hwy 371 North
July 19, 2005
43. There is a City sanitary sewer lift station in the southeast corner of the intersection of TH
371 and Sibley Street.
The City's 1999 Water System Improvement construction drawings show the lift station
being off of the TH 371 R/W. However, the lift station is close and there have been some
questions raised as to the exact location of the R/W line.
MnDOT's needs to locate their R/W line.
If the lift station would happen to be on R/W, the City would have to relocate it at their cost
—this could be in the$200,000 range for construction cost.
44. There is a City gravity sanitary sewer about 25 feet(this is an estimated dimension)within
and paralleling the east R/W line of TH 371. This gravity sanitary sewer within the R/W
comes down from Front Street for about 600 feet to Sibley Street next to the UBC.
MnDOT does not require non-pressure lines within their R/W to be inside casing pipes.
However, the line is in MnDOT's R/W by permit and if the highway construction impacts
the sanitary sewer in some way,the City will have to either encase it or relocate it (not sure
what feasible relocation route there is) at their expense. This will not be known until final
design.
As part of this whole process, the City may need to do some investigation/exploration(cost
unknown)to determine the condition of this sanitary sewer.
For the purposes of estimating a cost to the City,we assumed 600 feet of casing pipe will
need to be installed(excavation of existing sanitary sewer, installation of a `split' casing
pipe, `welding' of the `split' casing pipe, and backfilling) at$150 per foot for a total of
$90,000 construction cost.
45. There is a City watermain about 15 feet(this is an estimated dimension)within and
paralleling the east R/W line of TH 371 from Front Street to Sibley Street next to the UBC
(a distance of about 600 feet).
As this watermain is shown on old plans (1960's vintage), its condition and whether or not
it is even in a casing pipe is unknown.
We are awaiting feedback from MnDOT on how they want the City to proceed on an older
watermain such as this. Without excavating in the R/W next to the highway, it will be
difficult to determine whether there is a casing pipe or not. The City may have to do some
investigation/exploration(cost unknown) to determine the situation.
J:\130PQLAK\025-MnDOT TH371 Improvements\1vleetings\071905 Council Workshop update-memo.doc
