Possible CSAH 11 Realignment <br /> • We have provided both the City and the County a draft proposal of tasks for a study to <br /> look at a possible realignment of CSAH 11 to basically Woodman Street(2 blocks south <br /> of Main Street). <br /> • We have not yet received comments from anyone on our proposed tasks. <br /> • Once we receive comments on our proposed tasks,we will put our time and effort to <br /> these tasks to come up with a cost, and then redistribute the proposal for cost-sharing <br /> discussions between the City and the County. <br /> D. GASB34 <br /> • It is our understanding that Government Accounting Standards Board No. 34(GASB34) <br /> requires an inventory of the City's infrastructure (streets, for example)and the respective <br /> ages of its different segments. <br /> • We have pulled together some approximate costs per foot for different roadway sections <br /> for Staff to use in responding to this requirement. <br /> E. Plat/Permit Reviews <br /> • At the last Council meeting, some comments were made about consultants reviewing <br /> plats and permits and then the applicant being charged for them. Thus,we bring these two <br /> situations to the Council. <br /> • I would prefer not to refer to specific names in open Council,but instead would rather get <br /> the Council's general direction on how we should proceed. <br /> • We received a letter from Landecker&Associates on January 11,2005 in regards to a <br /> preliminary plat for Sibley Acres. <br /> I will refer to this as the "Plat Review"item. <br /> The question relates to what the City's"standard" is for a cul-de-sac turn-around. <br /> I anticipate it might take about two hours to review and send out a letter with our answer. <br /> Should we proceed? <br /> • In 2004,we were asked by Staff to assist with the review of some stormwater/roadway/ <br /> utility related items on a building permit application for Mr. Babinski. <br /> I will refer to this as the"Building Permit Review"item. <br /> A question I just received from Staff relates to stormwater/erosion control requirements. <br /> I anticipate it might take about four hours to review the file on what the City had <br /> requested of Mr. Babinski in meeting the City's ordinances,what his latest submittal is <br /> (which in glancing at it is completely different from the one I saw last year),how it <br /> compares to the City's ordinances, and to send out a letter documenting our review. <br /> However, this is a very rough estimate; past experience with this person and situation is <br /> that it is difficult to know for sure. <br /> Should we proceed? <br /> • Should we update the Council on such future requests and our estimate of effort before <br /> proceeding?
