City Council Minutes <br /> February 2, 2005 <br /> Page 4 <br /> ---------------------------- <br /> grant funds available for this type of project, but funds cannot be applied <br /> for until the City has a plan. The Mayor indicated that Region 5 is hosting <br /> a workshop for downtown plans. She stated that she and Council Member <br /> Bolz-Andolshek have registered to attend the workshop. <br /> The Mayor stated that Community Growth has submitted a proposal to the <br /> City for a downtown plan. She indicated that there is money in the budget <br /> that could be used to pay for the plan and suggested the cost be split <br /> between the Park fund, the Highway 371 fund and Planning and Zoning. <br /> The Mayor recommended that the Council proceed with the downtown <br /> plan using Community Growth Institute. <br /> Council discussion took place regarding whether the City should request <br /> proposals for the downtown plan. It was suggested that the plan provided <br /> by Community Growth needed to be more specific. The Council <br /> discussed the area that should be included in a downtown plan. Some of <br /> the Council Members felt that the plan should include a broader area than <br /> just the main downtown. It was suggested that all businesses along the <br /> Highway 371 corridor be included in the plan. <br /> It was the consensus of the Council to have the Mayor and Council <br /> Members Nagel and Bolz-Andolshek meet with Chuck Marohn to get a <br /> better understanding of the specifics of a plan. <br /> 7. Police Chief's Report <br /> Report received by Council. The Clerk noted that the Police Department <br /> has received a donation from Crow Wing Power in the amount of$2,000 <br /> for the civil defense siren. The Council gratefully accepted the donation. <br /> Council Member Bolz-Andolshek indicated his concern regarding the <br /> number of verbal warnings versus the number of traffic citations issued. <br /> He indicated that more citations would possibly help the speed of traffic <br /> along the Highway. Council Member Sjoblad stated he would discuss the <br /> issue with the Police Department. <br /> 8. Water/Wastewater Supervisor's Report <br /> Report given by Brett Twardy. Brett reported on the telemetry problems he <br /> was experiencing at the water plant and indicated that he had resolved the <br /> problem. Brett requested permission to attend the MRWA conference on <br /> February 21 and the Wastewater Operations Conference on March 16, 17, <br /> and 18. <br />
