City Council Minutes <br /> February 2, 2005 <br /> Page 3 <br /> ---------------------------- <br /> OF THE CHAIR. COUNCIL MEMBER NAGEL SECONDED THE <br /> MOTION. <br /> Council Member Greer stated he felt seven would be a better number. <br /> Council discussion pursued regarding the number of members. It was <br /> noted that when the City and Township merged there were 9 members. It <br /> was also noted that with absences during the year, the average number of <br /> members is 7. <br /> MOTION CARRIED 5-2. COUNCIL MEMBERS GREER AND BOLZ- <br /> ANDOLSHEK VOTED NAY. <br /> Council Member Ryan questioned if arriving late at a meeting would be <br /> determined as absent or present for payment. Mayor Malecha suggested <br /> asking the Planning Commission to determine the standards for this issue. <br /> COUNCIL MEMBER RYAN MOVED THAT A MEMBER MUST ATTEND <br /> ONE-HALF OF THE MEETING IN ORDER TO BE CONSIDERED <br /> HAVING ATTENDED FOR RECEIVING PAYMENT. COUNCIL MEMBER <br /> GREER SECONDED THE MOTION. <br /> �. MOTION FAILED 4-3. MAYOR MALECHA, COUNCIL MEMBERS <br /> PFEIFFER, NAGEL, AND SJOBLAD VOTING NAY. <br /> It was the consensus of the Council to let the Planning Commission <br /> determine how it wanted to handle this type of situation. <br /> 6.3. Commission Member Appointments <br /> Zoning Administrator Bittner questioned the Council if the same procedure <br /> for appointments to the Planning Commission should be followed as last <br /> year. She explained that last year the Council advertised for the positions <br /> and reviewed applications at a Council meeting and made appointments <br /> after reviewing the applications. <br /> COUNCIL MEMBER NAGEL MOVED TO FOLLOW THE SAME <br /> PROCEDURE AS LAST YEAR FOR PLANNING COMMISSION <br /> APPOINTMENTS. COUNCIL MEMBER GREER SECONDED THE <br /> MOTION. MOTION CARRIED 7-0. <br /> 6.4. Downtown Plan <br /> Mayor Malecha stated that there is a need for the City to have a downtown <br /> plan to coordinate with the Highway 371 project. She noted that there are <br />
