f. Its unique location or singular physical characteristics representing <br /> established and familiar aspects of a view, vista, site, area, or district <br /> in the City. <br /> 4. Review and approve or oppose the issuance of City permits to do any of the <br /> following to a Heritage Preservation Site; <br /> a. Remodel or repair in any manner, including painting that will change <br /> the exterior appearance. <br /> b. Construction of any exterior improvements. <br /> c. Move a building; <br /> d. Demolish a building. <br /> 5. Review and make recommendations concerning all other City activity to alter <br /> the nature or appearance of Pequot Lakes Preservation Sites; <br /> 6. Work for continuing education of the citizens of the City of Pequot Lakes <br /> with respect to the historic architectural and aesthetic heritage of the City; <br /> 7. Solicit gifts and contributions to be made to the City and to assist in the <br /> preparation of applications for grant funds to be made to the City for the <br /> purpose of heritage preservation. <br /> 8. Recommend to the City Council, after review and comment by the Planning <br /> Commission, that certain property eligible for designation as a Heritage <br /> Preservation Site be acquired by gift, by negotiation, or other legal means as <br /> provided in Chapter 117 of Minnesota Statutes. <br /> 9. Recommend to the City Council programs for the continuing preservation of <br /> Heritage Preservation Sites including plans, rules, regulations and boundary <br /> changes which the Commission finds necessary to implement the intent of this <br /> ordinance and the Minnesota Municipal Heritage Preservation Act. <br /> 10. Assume all such other powers and duties as may be granted to Historic <br /> District Boards or Historic Preservation Commissions by the State of <br /> Minnesota, which are not contrary to the terms of this ordinance, or any <br /> appropriate tasks assigned to it by the Mayor or the Pequot Lakes City <br /> Council. <br /> Section 4: Repository for Documents. <br /> City Clerk. The Office of the City Clerk is designated as the repository for at least one <br /> copy of all studies, plans, reports, recommendations and programs required under this ordinance. <br /> Section 5: Declaration of Historic Preservation Sites. <br /> The City Council, upon the recommendation of the Heritage Preservation Commission, <br /> may by resolution designate a Heritage Preservation Site.
