Vacancies shall be filled in the same manner as the <br /> appointment is made. <br /> Members shall serve without compensation and shall continue to hold office until <br /> their successors have been appointed and qualified. <br /> C. Organization. The Commission when formed shall elect from its members such <br /> officers as it may deem advisable and necessary for the conduct of its affairs and for <br /> the purpose of carrying out the intent of this ordinance or the Minnesota Municipal <br /> Heritage Preservation Act. The Commission may invite other individuals to meet <br /> with them in advisory capacity, to provide technical advice or to perform <br /> administrative or clerical tasks. No advisory member shall have voting privileges. <br /> All advisory members shall serve at the discretion of the commission. <br /> D. Records. Minutes of all meetings shall be kept and all records and meetings of the <br /> Commission shall be open to the public. <br /> E. Voting. A quorum shall consist of three members. When a quorum is present action <br /> may be taken by the Commission upon a vote of a majority of those members present. <br /> F. Powers and Duties. In order to provide a sense of community identity and to preserve <br /> elements of the cultural, social, economic, religious, political, architectural and <br /> aesthetic heritage of the City of Pequot Lakes or the State of Minnesota, the <br /> Commission shall have the following powers and duties: <br /> 1. Conduct a continuing survey of all areas, places, buildings, structures, or <br /> objects in the City which the Commission, on the basis of information <br /> available or presented to it, has reason to believe are significant to the cultural, <br /> social, economic, political, or architectural history of Pequot Lakes. <br /> 2. Continually survey all areas to determine needed and desirable improvements <br /> of older buildings throughout Pequot Lakes, acting in a resource and advisory <br /> capacity to owners of Historically Significant Sites regarding their <br /> preservation, restoration and rehabilitation. <br /> 3. Recommend to the City Council for approval areas,buildings, or objects to be <br /> designated Heritage Preservation Sites. In considering the designation of <br /> Heritage Preservation Sites, the Commission shall apply the following criteria: <br /> a. Its character, interest or value as part of the development, heritage or <br /> cultural characteristics of the City of Pequot Lakes, State of <br /> Minnesota or the United States. <br /> b. Its location as a site, or contributing element in proximity to a site of <br /> a significant historic event or process. <br /> c. Its embodiment of distinguishing characteristics of an architectural <br /> style, period, form or treatment. <br /> d. Its identification with a person or persons who significantly <br /> contributed to the culture and development of the City. <br /> e. Its embodiment of elements or architectural design, detail, materials <br /> or craftsmanship which represent distinctive architectural innovation. <br /> 2 <br />
