COUNCIL MEMBER BOLZ-ANDOLSHEK SECONDED <br /> THE MOTION. MOTION CARRIED 7-0. <br /> 7.8. Trailside Estates — Developer's Agreement <br /> The City Clerk distributed the revised developer's agreement for the <br /> Trailside Estates development. Chuck Marohn noted that the Planning <br /> Commission should review the developer's agreement and then make a <br /> recommendation for approval by the City Council. <br /> Council Member Bolz-Andolshek indicated his concern regarding the small <br /> turning radius. <br /> Tim Houle, City Engineer, reviewed the main issues in the developer's <br /> �.. agreement. He recommended that concrete curb and gutter be used in <br /> typical road sections rather than the proposed bituminous. It has been <br /> indicated in the developer's agreement that the developer would be <br /> reimbursed for the cost of the concrete curb and gutter by crediting the <br /> WAC and SAC fees. <br /> Tim Houle noted that the developer still needs the sanitary sewer and <br /> water main extension permits. Mr. Houle also reviewed the items on page <br /> 15 of the revised developer's agreement. <br /> Mr. Houle explained that according to the agreement the cost difference <br /> between a 6-inch and 10- inch diameter watermain (estimated to be $8 <br /> per foot) still needs to be negotiated as the developer intends to <br /> directionally bore the pipe which is much more expensive than an open <br /> cut. He recommended that the City use a 10" watermain. Council Member <br /> Bolz-Andolshek noted that the cost for the directional bore is $32 a foot. It <br /> was the consensus of the Council to go with the 10" watermain. <br /> Tim Houle noted that the developer would be paying for the City <br /> contributions in the form of water availability charges and sewer <br /> availability charges being waived until the City costs are covered. <br />
