City Council Minutes <br /> October 3, 2006 <br /> Page 6 of 10 <br /> --------------------------- <br /> Discussion was held as to why the City is proposing to pay for the <br /> concrete curb and gutter. The Developer indicated that the Planning <br /> Commission recommended against curb and gutter. Chuck Marohn <br /> indicated that the Planning Commission placed no mandate on the use of <br /> bituminous and in fact preferred concrete curb and gutter. <br /> The developer requested that the word bituminous be struck from item VIII <br /> relating to requiring a bituminous driving surface prior to occupancy. He <br /> noted that this could be weather dependent. It was the consensus of the <br /> Council to strike the word bituminous. <br /> Discussion was held regarding which engineer should be the primary <br /> engineer on the job. After much discussion, it was the consensus of the <br /> Council that Landecker would be the primary engineer with the City's <br /> Engineer doing the spot checks. <br /> The Council concurred with the items in the draft developer's agreement. <br /> The Council requested that the Planning and Zoning Commission review <br /> the developer's agreement at the October meeting. <br /> 7.9. Request to Vacate Alley <br /> The Clerk noted that the City is requesting to vacate the alley between <br /> East Sibley Street and Oriole Street located behind the old City Hall <br /> building. Although the map shows that the alley is vacated, it was never <br /> properly recorded. <br /> It was the consensus of the Council to move forward with the vacation. <br /> 8. Fire Chief's Report <br /> Report by Chief Tom Nelson. <br /> Chief Nelson invited the Council to the open house on October 11 th. He <br /> noted that it is fire prevention week. <br /> Chief Nelson indicated that there are currently 28 firefighters on the <br /> department. He noted that there is a shortage of daytime responders. The <br /> Chief requested the Council to authorize the department to increase the <br /> department to 30 firefighters. <br /> COUNCIL MEMBER PFEIFFER MOVED TO AUTHORIZE THE FIRE <br /> CHIEF TO INCREASE THE DEPARTMENT MEMBERS TO 30 <br />
