He noted that a restoration plan <br /> and performance bond would be provided. Mr. Curtis reviewed the list of <br /> conditions typically placed on conditional use permits based on other <br /> operations in nearby communities. <br /> Council Member Sjoblad questioned the future plans and timeline for <br /> phases 1-3. Mr. Curtis indicated that the proposal is for phase 1 but that <br /> there is enough gravel to last for a long time. <br /> Council Member Sjoblad noted that the ground water table was a concern. <br /> Council Member Bolz-Andolshek questioned the volume of aggregate at <br /> the site. It was noted that there were several million yards of aggregate. <br /> Ray Charpentier spoke about the fueling station that would be located on <br /> site and discussed the precautions that would be put in place to prevent <br /> spills. <br /> Ray Charpentier spoke about the property value impact. He distributed a <br /> letter from Appraiser Jim Bedard to address this issue. <br /> Rick Rennings, Environmental Engineer with GME Consultants, <br /> spoke about hydrology issues including ground water, wells, local lakes <br /> and the impact on surrounding areas. Mr. Rennings indicated there would <br /> be 2 million gallons of water pumped per year and estimated that there <br /> would be a drop of less than 1 inch of water within 500 feet of the site. Mr. <br /> Rennings also spoke about the possibility of spills and the fact that <br /> preventative measures would be in place to monitor the wells and to <br /> detect leaks. <br /> Ray Charpentier spoke about MnDOTs comments regarding the highway <br /> entrance to the site. Letters from MnDOT regarding this issue were <br /> distributed. <br /> Mr. Charpentier spoke about the noise issue and indicated that they would <br /> meet all MPCA standards. He indicated that as for the visual impact, the <br /> operation would take place in a hole which would limit visibility. <br /> Mr. Charpentier indicated that he perceived the application as meeting all <br /> ordinance requirements and addressing all issues in the staff report. <br /> Virginia Kundson, Attorney representing the West Twin Lake <br /> Association, East Twin Lake Association and Mayo Lake <br />
