City Council Meeting <br /> January 11, 2006 <br /> Page 3 <br /> --------------------------- <br /> Association. Ms. Knudson summarized the main concerns of the groups <br /> she represented. The following concerns were discussed: <br /> • Existing ordinance does not address asphalt plants <br /> • The use is not compatible with surrounding properties <br /> • Application does not provide adequate conditions <br /> • The use does not fit in with the rural character of the area <br /> • The application fails to provide a forest management plan <br /> • There are health and safety impacts from the use <br /> • Traffic generated from the use will be a safety factor— Information <br /> was provided on traffic counts <br /> • Ground water contamination <br /> • Odor <br /> • Proposed use is industrial in nature <br /> • Economic Impact <br /> • Affect on the Paul Bunyan Trail <br /> • Environmental Impact <br /> • Shoreland Impact <br /> Ms. Knudson indicated that the Planning Commission reviewed the <br /> application and denied the application based on findings from the City's <br /> ordinance and comp plan. <br /> Mayor Malecha opened the public hearing. <br /> Don Kremer, East Twin Lake resident, noted his concerns regarding <br /> noise, odor, traffic and that no berm for East Twin Lake has been <br /> discussed. <br /> Helen Gancisei, East Twin Lake resident, indicated she was opposed to <br /> the request. <br /> Jeff DeVries, 28478, Mayo Hills Road, questioned who actually holds the <br /> title to the land. He noted that there are 1,396 acres of land in Cass <br /> County that would be more suitable for this type of operation. <br /> John Hay, resident of West Twin Lake, informed the Council that based <br /> on the information received, he felt the Council has the ability to deny the <br /> request. He also spoke to the economic impact and traffic safety issues. <br /> Tom Adams, Planning and Zoning Commission, stated that the <br /> Planning Commission's findings are tied to the City's ordinances. Tom <br /> Adams also referred to the following excerpts from the City's <br /> `., Comprehensive Plan: <br />
