City Council Minutes <br /> September 5, 2006 <br /> Page 7of11 <br /> ---------------------------- <br /> Discussion was held regarding whose engineer should be the full time <br /> engineer on the project. Council Member Bolz-Andolshek indicated that he <br /> would like to avoid double engineering to keep the cost down for the <br /> developer. Discussion was held regarding liability if the developer's <br /> engineer is the prime engineer. City Engineer Tim Houle reminded the <br /> Council that the City would be taking over the improvements. Brett Twardy <br /> recommended to use the City's engineer as the full time engineer due to <br /> the liability issues and the fact that the City will take over the system. <br /> The Council discussed the timing of the City taking ownership of the <br /> improvements. <br /> Following discussion, the Council concurred with the concept of the draft <br /> developer's agreement. The Council requested Staff to work with the <br /> Attorney to draft a developer's agreement for the Council to review at the <br /> October Council meeting. <br /> 8. Fire Chief's Report <br /> Report by Fire Chief Nelson. <br /> 9. Water/Wastewater Report <br /> Report by Brett Twardy. Discussion was held regarding City departments <br /> using City water without paying for it. Brett Twardy gave some cost <br /> estimates for water usage at the Trailside park. <br /> Council Member Nagel requested an estimate of the gallons used by the <br /> City Hall, Fire Department, Chamber Building, Senior Center and water <br /> plant. <br /> 9.1. Northeast Sanitary Sewer Improvements <br /> Dawn Bittner indicated that the Council discussed the possible extension <br /> of sanitary sewer from County Road 112 to the beauty salon next to City <br /> Hall because of concerns relating to waste from the beauty salon entering <br /> the septic tank and drainfield. Dawn indicated that the City inspected the <br /> individual sewage systems and all were found to be compliant. Following <br /> discussion, it was the consensus of the Council to have staff inform the <br /> property owners of both beauty salons that they would have to install <br /> holding tanks which is much less expensive than extending sanitary sewer <br /> and water to the sites. <br />
