The Planning commission recommended that <br /> the preliminary plat of Buschmann Addition be approved based on eight <br /> findings of fact. The property is located on Oak Street. <br /> MAYOR MALECHA MOVED TO APPROVE THE PRELIMINARY PLAT <br /> OF BUSCHMANN ADDITION BASED ON THE EIGHT FINDINGS OF <br /> FACT LISTED IN THE PLANNING COMMISSION REPORT TO THE <br /> MAYOR AND CITY COUNCIL DATED AUGUST 24, 2006. COUNCIL <br /> MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 7- <br /> 0. <br /> 7.8. Pre-Developer's Agreement for Trailside Estates <br /> Tim Houle, City Engineer, distributed two memos which reviewed the <br /> engineering costs and the City's costs for the draft developer's agreement <br /> for Trailside Estates. <br /> Tim Houle noted that items 2, 3, and 4 of the draft agreement would be <br /> City costs. These items include right-of-way and easements for <br /> improvements that the City will be taking over; engineering and legal fees <br /> and other required permits, and engineering fees to review construction <br /> `.. drawings. He reviewed estimated costs associated with these items. <br /> Mr. Houle noted that Item #3 refers to gravity sanitary sewer. He indicated <br /> that 300 feet within the development does not need gravity sanitary sewer <br /> but it is a benefit to the City for future development off of County Road <br /> 112. The estimated City cost for this is $33,100. <br /> Mr. Houle noted that item #4 refers to the lift station and forcemain. The <br /> development will need a lift station and surrounding developments in the <br /> area will also need a lift station. The developer will pay for 50% of the lift <br /> station. He noted that a very rough estimate would indicate that the lift <br /> station could serve 75% of surrounding areas and 25% of the <br /> development. According to the draft agreement the developer will pay <br /> 50% of the lift station and the City will pay 50% ($100,000 estimated city <br /> share). <br /> Mr. Houle discussed item #1 of the draft agreement. He noted that the <br /> developer will cover the City costs up front and when properties hooks up <br /> to City water or sewer, the developer is requesting that the WAC and SAC <br /> be credited until the City's portion of the project is repaid. <br /> Council Member Oraskovich questioned whether the City would be able to <br /> recover the City's cost of the improvements. <br />
