FAI COMMUNITYGROWTH <br /> N S T I T U T E <br /> May 18, 2006 <br /> Mayor and City Council <br /> City of Pequot Lakes <br /> 4638 County Road 11 <br /> Pequot Lakes,MN 56472 <br /> Re: Planning Commission Report <br /> Dear Mayor and City Council, <br /> The Planning Commission met for their regularly scheduled May meeting where they held twelve public <br /> hearings and made a finding on an Environmental Assessment Worksheet (EAW) for RV Resort Village, <br /> Dan Helbling applicant. The EAW will be discussed first, with recommendations from the Planning <br /> Commission to follow for your consideration. <br /> 1. Environmental Assessment Worksheet for the RV Resort Village—Commencement of <br /> Public Comment Period. A proposal for an RV Resort Village at the Preserve has been required <br /> to prepare an Environmental Assessment Worksheet(EAW) as the project triggers the thresholds <br /> for mandatory review.As the project is located within the municipality of Pequot Lakes, the City <br /> of Pequot Lakes is the designated Responsible Governmental Unit(RGU) for review of the <br /> EAW. <br /> By statute, the RGU is charged with the preparation of the EAW. As most document preparation <br /> involves technical analysis and data collection, this task is often passed onto the project proposer <br /> or a third party, typically a consultant. In this case, the project proposer has worked with his <br /> project team to prepare the document, with the City maintaining discretionary review and <br /> determination in the completeness of the document. <br /> The Planning Commission has reviewed the document and found it to be complete. Staff is in the <br /> process of notifying the application that the document is complete. Staff is also in the process of <br /> distributing the document, publishing a press release and submitting copies to the Environmental <br /> Quality Board (EQB) and all members on the EQB's official distribution list, which includes <br /> state, federal, regional, and local units of government. The EAW document will be made <br /> available for viewing at City Hall and on-line at www.pequotlakesplanning`info. <br /> The EQB will be publishing a notice in the EQB Monitor, upon receiving the completed <br /> document. Once that notice is approved, the 30-day public comment period begins. The 30-day <br /> period counts all calendar days, not just working days. During this time period, anyone who <br /> wishes may review and comment on the EAW, submitting all comments in writing within 30 <br /> days. <br /> Once the thirty-day comment period ends,the City has the option to hold a public hearing. The <br /> City must address all written comments that have been received.
