City Council Minutes <br />October 2, 2012 <br />Page 4 of 10 <br />6.1. Wellhead Protection Update <br />Dawn Bittner introduced Mark Wettlauffer from the Minnesota Department <br />of Health. Mark explained that the Wellhead Protection Plan is a <br />mandated program by the Federal Health Department to protect drinking <br />water. He stated that the purpose of ineeting is to answer questions from <br />the Council and the public. Mark Wettlauffer stated that Dawn Bittner has <br />done an excellent job in implementing and staying on top of this project. <br />The Mayor and Council thanked Mr. Wettlauffer and Dawn Bittner. <br />6.2. Plannina Commission Report <br />Report received by Council. <br />6.3. Ordinance Amendment Reaardinq Siqn Concept Plan Review <br />Dawn Bittner presented an ordinance amendment allowing property <br />owners the ability to increase the number, size, or height of the signage on <br />their property. <br />COUNCIL MEMBER SJOBLAD MOVED TO ADOPT ORDINANCE 12- <br />�- 07, SECOND SERIES AMENDING CHAPTER 17 OF THE CITY CODE <br />REGARDING SIGN CONCEPT PLAN REVIEW. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. <br />Council Member Ryan stated he does not believe this change makes the <br />process any easier and it does not solve the underlying issue of the sign <br />ordinance. <br />Council Member Pederson stated that the benefit is a more streamlined, <br />less expensive process which eliminates the need for a conditional use <br />permit. <br />Council Member Akerson stated it will save the citizens money but does <br />not get to the main problem which is the sign ordinance. <br />MOTION CARRIED 5-0. <br />6.4. Ordinance Amendment Reqardinq Appeals <br />Dawn Bittner presented an ordinance amendment to the appeal process <br />from the actions of the zoning administrator. <br />� <br />
