� <br />City Council Minutes <br />November 13, 2012 <br />Page 8 of 10 <br />----------------------------- <br />COUNCIL MEMBER AKERSON MOVED TO APPROVE AN ON-SALE <br />AND SUNDAY LIQUOR LICENSE AT 31020 GOVERNMENT DRIVE — <br />LUCKY'S TAVERN. COUNCIL MEMBER SJOBLAD SECONDED THE <br />MOTION. MOTION CARRIED 5-0. <br />11.5. Resolution Authorizina Premises Permit for Pull Tabs at Luckv's Tavern <br />The Clerk noted that Pequot Lakes Youth Hockey is requesting a <br />Premises Permit to sell pull tabs at Lucky's Tavern. <br />COUNCIL MEMBER AKERSON MOVED TO ADOPT RESOLUTION 12- <br />36 APPROVING A PREMISES PERMIT FOR PEQUOT LAKES YOUTH <br />HOCKEY TO OPERATE PULL TABS AT LUCKY'S TAVERN. COUNCIL <br />MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5- <br />0. <br />11.6. Special Event Permit Application Permit <br />The City Clerk explained that the League of Minnesota Cities recommends <br />that cities have a special event permitting process for events in the City <br />that take place on City property. The purpose of the application is to have <br />� a process to monitor special events to eliminate liabilities and minimize <br />risk to the City and event participants. <br />The Clerk questioned whether the Council wanted to approve all <br />applications or if staff should approve the applications. <br />COUNCIL MEMBER AKERSON MOVED TO APPROVE THE SPECIAL <br />EVENT APPLICATION PROCESS. COUNCIL MEMBER PEDERSON <br />SECONDED THE MOTION. <br />Council Member Ryan questioned the definition of a special event. The <br />Clerk stated that the purpose of the permitting process is to ensure the <br />City is not liable for public events that take place on City property. Council <br />Member Akerson questioned the cost of the permit. The Clerk noted that <br />at this time there is no cost for the permit. Council Member Ryan stated <br />that he understands the concept but it will make it more cumbersome for <br />people to use the public parks. <br />MOTION CARRIED 3-2. COUNCIL MEMBERS RYAN AND AKERSON <br />OPPOSED. <br />11.7. Special Event — Santa's Bobbin Into Town <br />� <br />
