TO APPROVE THE PAY STRUCTURE AS PRESENTED WITH A <br /> 2.5% COST OF LIVING ADJUSTMENT IN ADDITION TO STEP <br /> INCREASES <br /> COUNCIL MEMBER ORASKOVICH SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 10.3. 2008 General Levy <br /> The City Clerk informed the Council that the preliminary levy is currently at <br /> $1,489,150 which is 8.67% higher than the 2007 levy. She stated that <br /> using the preliminary tax levy of $1,489.150, the City's general tax rate <br /> would be reduced by 4.467% and the City's rural service tax rate would be <br /> reduced by 2.233%. <br /> Council Member Oraskovich indicated that he would be in favor of leaving <br /> the tax levy at $1,489.150 considering the tax rates will be reduced using <br /> this number. <br /> COUNCIL MEMBER ORASKOVICH MOVED TO MAKE NO <br /> ADJUSTMENTS TO THE PRELIMINARY TAX LEVY AT THIS TIME. <br /> COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br /> Council Member Nagel noted that he would still like to see the figure <br /> reduced to lighten the burden on the business owners. Council Member <br /> Ryan noted that he would also like to see the figure reduced to 5% of the <br /> 2007 levy. <br /> MOTION CARRIED 3-2. COUNCIL MEMBERS NAGEL AND RYAN <br /> OPPOSED. <br /> 10.4. Highway 371 Memorandum of Agreement <br /> The City Clerk noted that on August 7, 2007, the City Council voted to <br /> approve the memorandum of Agreement contingent on the removal of <br /> Article II-1.b. for further study. She stated that the Highway 371 <br /> subcommittee has met with MnDOT to discuss the issue and that the <br /> committee is recommending that Article II-1.b. remain in the document. <br /> COUNCIL MEMBER SJOBLAD MOVED TO AMEND THE MOTION <br /> ADOPTED AT THE AUGUST 7, 2007, COUNCIL MEETING TO <br /> APPROVE THE MEMORANDUM OF AGREEMENT AND THAT <br /> ARTICLE II-1.13. BE REMOVED FOR FURTHER STUDY, BY STRIKING <br /> `,, "AND THAT ARTICLE 11.1.6. BE REMOVED FOR FURTHER STUDY." <br />
