`-' CITY OF PEQUOT LAKES Record of Decision RV Resort Village PUD EAW I. BACKGROUND The RV Resort Village is a proposed recreational vehicle park located on 54.2 acres of land. The proposed park would include 157 sites and associated infrastructure to accommodate different types of recreational vehicles.The proposed project is located on the west side of State Highway 371,bounded to the west by Hurtig Road, in the City of Pequot Lakes.The City of Pequot Lakes is the RGU and Widseth Smith Nolting prepared the EAW with guidance from the City.Notice of availability of the completed EAW was published in the EQB Monitor on June 6, 2006.The 30- day public comment period ended on July 5, 2oo6. II. COMMENTS RECEIVED Comments on the EAW were received from two State agencies: 1. Minnesota Department of Natural Resources 2. Minnesota Department of Transportation The comments are included in Attachment A. III. RESPONSES TO COMMENTS Responses are included in Attachment B. IV. FINDINGS OF FACT 1. The developer submitted the Environmental Assessment Worksheet to the City of Pequot Lakes Planning Department for review and comment in May of 2oo6. Planning Staff reviewed the document for completeness and forwarded the EAW to the Planning Commission for review. 2. The entire EAW document is incorporated by reference in this Record of Decision. 3. The completed EAW was submitted to the Minnesota Environmental Quality Board (EQB)for publication in the EQB Monitor dated June 6,2oo6. 4. Copies of the EAW were distributed to the required distribution list and notice was published indicating that copies are available to the public by request. 5. Written public comments were received until July 5,2oo6. 6. The Planning Commission reviewed and discussed the EAW and public comments at the regularly scheduled meeting held on July 20, 2oo6. The review resulted in some questions concerning future road impacts in the area regarding State Highway 371 and Hurtig Road. The Planning Commission decided to extend the review period an additional 3o days, in accordance with Minnesota Rules, in order to gather more information from the Minnesota Department of Transportation regarding road impacts and mitigation efforts. 7. A meeting with representative from the Minnesota Department of Transportation, the developer, the Planning Commission, and the City Planner was held to discuss road impacts on July 27, 2oo6. 8. The Planning Commission reviewed and discussed the EAW and results of the meeting with the Department of Transportation at the regularly scheduled meeting on August 17, 2oo6 and determined that the proposed projected did not have the potential for significant environmental effects and found that an EIS is not required based upon the following findings of fact: a.
