`-' CITY OF PEQUOT LAKES <br /> Record of Decision <br /> RV Resort Village PUD EAW <br /> I. BACKGROUND <br /> The RV Resort Village is a proposed recreational vehicle park located on 54.2 acres of land. The <br /> proposed park would include 157 sites and associated infrastructure to accommodate different <br /> types of recreational vehicles.The proposed project is located on the west side of State Highway <br /> 371,bounded to the west by Hurtig Road, in the City of Pequot Lakes.The City of Pequot Lakes <br /> is the RGU and Widseth Smith Nolting prepared the EAW with guidance from the City.Notice of <br /> availability of the completed EAW was published in the EQB Monitor on June 6, 2006.The 30- <br /> day public comment period ended on July 5, 2oo6. <br /> II. COMMENTS RECEIVED <br /> Comments on the EAW were received from two State agencies: <br /> 1. Minnesota Department of Natural Resources <br /> 2. Minnesota Department of Transportation <br /> The comments are included in Attachment A. <br /> III. RESPONSES TO COMMENTS <br /> Responses are included in Attachment B. <br /> IV. FINDINGS OF FACT <br /> 1. The developer submitted the Environmental Assessment Worksheet to the City of Pequot <br /> Lakes Planning Department for review and comment in May of 2oo6. Planning Staff <br /> reviewed the document for completeness and forwarded the EAW to the Planning <br /> Commission for review. <br /> 2. The entire EAW document is incorporated by reference in this Record of Decision. <br /> 3. The completed EAW was submitted to the Minnesota Environmental Quality Board <br /> (EQB)for publication in the EQB Monitor dated June 6,2oo6. <br /> 4. Copies of the EAW were distributed to the required distribution list and notice was <br /> published indicating that copies are available to the public by request. <br /> 5. Written public comments were received until July 5,2oo6. <br /> 6. The Planning Commission reviewed and discussed the EAW and public comments at the <br /> regularly scheduled meeting held on July 20, 2oo6. The review resulted in some <br /> questions concerning future road impacts in the area regarding State Highway 371 and <br /> Hurtig Road. The Planning Commission decided to extend the review period an <br /> additional 3o days, in accordance with Minnesota Rules, in order to gather more <br /> information from the Minnesota Department of Transportation regarding road impacts <br /> and mitigation efforts. <br /> 7. A meeting with representative from the Minnesota Department of Transportation, the <br /> developer, the Planning Commission, and the City Planner was held to discuss road <br /> impacts on July 27, 2oo6. <br /> 8. The Planning Commission reviewed and discussed the EAW and results of the meeting <br /> with the Department of Transportation at the regularly scheduled meeting on August 17, <br /> 2oo6 and determined that the proposed projected did not have the potential for <br /> significant environmental effects and found that an EIS is not required based upon the <br /> following findings of fact: <br /> a.
