`' STAFF REPORT <br /> Item: Review of Environmental Assessment Worksheet for the RV Resort Village <br /> Background: Over the last month, the City held the public comment period for the <br /> Environmental Assessment Worksheet (EAW) for the RV Resort Village. Now that the public <br /> comment period is complete,the City must make a determination as to whether the preparation <br /> of an Environmental Impact Statement(EIS)will be necessary for this project. <br /> An EIS shall be ordered for projects that have the potential for significant environmental effects. <br /> Determining whether the project has potential for significant environmental impacts can be <br /> complex,but the Minnesota Rules require that the follow criteria be considered: <br /> 1. The type,extent,and reversibility of the environmental effects; <br /> 2. The cumulative potential effects of related or anticipated future projects; <br /> 3. The extent to which the environmental effects are subject to mitigation by an ongoing <br /> public regulatory authority;and <br /> 4. The extent to which the environmental effects can be anticipated and controlled as a <br /> result of other environmental studies undertaken by public agencies or the project <br /> proposer,including other EISs. <br /> Based on discussions with the Planning Commission and other regulatory agencies in the area, <br /> the Staff is recommending that the City adopt a resolution declaring a negative need for an <br /> environmental impact statement.
