welfare,decency,order,comfort,convenience,appearance,or prosperity of the City. <br /> �. 34•It is not clear how the proposed development will impact the Oelke property north of <br /> lots 84 through 93, although the current use of the Oelke property as a single-family <br /> residence will not be impaired. There are no indications that property values will be <br /> diminished or impaired. <br /> 35•The applicant has indicated that Jerry Grossoehme has expressed support for the <br /> project. The proposed development will continue to facilitate access to the <br /> Grossoehme property and will not otherwise impair the property from continued <br /> residential use. There are no indications that property values will be diminished or <br /> impaired. <br /> 36.The proposed use will not impede the normal and orderly development and <br /> improvement of surrounding properties. These properties are mostly large-tract <br /> forest management property, the development pattern of which is low-density <br /> residential or sustainable forestry. These development patterns would not be <br /> impacted by this development. <br /> 37. Hurtig Road is a sub-standard road and is not able to handle the proposed traffic <br /> volumes or loads. This proposal will necessitate an upgrade of Hurtig Road. <br /> 38.It is not clear what impact on congestion or traffic flow the 2,700+ trips per day, <br /> many of large RV units,would have on the road system in this area. <br /> 39•Parking areas are provided,but it is unclear exactly how much or if this is adequate. <br /> 40.The proposed development will not create any ongoing odors, fumes, dust, <br /> vibrations, or other similar nuisance, although there will be brief periods of such <br /> nuisances during the construction process. <br /> 41. Ongoing issues with noise and lights have not been addressed. <br /> 42.There has been no proposed signage, although it is anticipated that there will be <br /> signs associated with the resort. <br /> 43•There are three known occurrences of the Blanding's turtle(state listed rare species), <br /> two occurrences of the bald eagle, and one record of the least darter (state listed <br /> special concern species) near this site. The project may affect the Blanding's turtle, <br /> but is not expected to affect the bald eagle or least darter. There are no other natural, <br /> scenic or historic features identified on the property. <br /> 44•The applicant has not yet submitted any plans for stormwater management for the <br /> proposed development. <br /> 4 On the Overlay Zoning Requirements <br /> 45•The proposed impervious coverage is 23.9%. This is less than the 25%allowed in the <br /> overlay zoning requirements. <br /> 46.The minimum sizing requirements for the individual sites has been adhered to. With <br /> the potential exception of the buffer between sites 107 through iii and the final edge <br /> of the property line,the buffering requirements have been strictly adhered to. <br /> 47. It is not clear whether the site can support the proposed density as presented. <br /> Specifically, <br /> i. Sites 16, 17 and 18 of Block 1 contain a natural low spot on the property. <br /> To make use of these lots, a significant amount of filling will be required. <br /> It is not clear what this filling will do to the drainage patterns. <br /> ii. sites 29 and 30 of Block 1 contain a natural low spot on the property. To <br /> make use of these lots, a significant amount of filling will be required. It <br /> is not clear what this filling will do to the drainage patterns. <br /> iii.
