If an area is to be <br /> regularly mowed or maintained, then it should be listed as lawn/landscaping, even if the type of <br /> vegetation will remain unchanged. <br /> Question 11a. The quality and value of the existing habitat should be assessed here. Does the <br /> existing wildlife habitat have significant ecological value? The value is dependent on the many <br /> factors, including the degree of disturbance, habitat in the surrounding area, and the area and type <br /> of resources currently present on the property.This item should be given further analysis. <br /> Question 12. The document indicates that the proposed project will not require the filling of any <br /> wetlands areas, but lists that a Joint Wetlands Permit application will be filed. Please clarify this <br /> discrepancy. <br /> Question 13.On the site map included in the document, it is unclear whether the proposed wells are <br /> indicated and where they would be located, as required by this item. Also, if any dust control, <br /> dewatering, or other similar water appropriations will be used in the construction or daily use of this <br /> project, these items should be indicated and detailed. In addition, the document indicates that the <br /> expected peak demand for the wells will be approximately 25,000 gallons/day. The DNR Division of <br /> Waters requires permits for water appropriation greater than 10,000 gallons/day or one million <br /> gallons per year. This permit also should be listed under Item 8. Given the level of water <br /> appropriations, it may be necessary to include a quantitative analysis on the impacts on groundwater <br /> levels in the area. <br /> Question 14. This item should indicate whether the applicable shoreland ordinances have been <br /> approved by the DNR,which they have. <br /> `— Question 16. This item is not complete. The total acreage to be graded or excavated and the cubic <br /> yards of soil to be moved need to be included here. We expect that this number will be significant <br /> given the amount of topography on portions of the property and the proposed layouts of the lots.The <br /> details of the construction and post-construction phases should be included. The document <br /> indicates that these details will be included as part of the SWPPP, but they also need to be included <br /> here. <br /> Question Va.This item needs to describe the quantity and quality of site runoff before and after the <br /> project. At this point, the document does not provide this analysis. Any specifics included in the <br /> SWPP should be listed here as well. The level of analysis should be commensurate with the <br /> magnitude of the potential impacts. Given the significant increase in impervious coverage, this <br /> analysis needs to be more than just qualitative. <br /> Question 17b. The areas identified to receive runoff, namely the roadside ditches, do not meet the <br /> current zoning requirements. The Ordinance states that stormwater runoff needs to be maintained <br /> on-site, not directed off of the property elsewhere. Describe and compare current conditions and <br /> drainage patterns to post-construction patterns and conditions, particularly regarding drainage near <br /> and into, the wetland. If waters are expected to be discharged or directed to this area, more than <br /> what is naturally occurring,than this should be indicated along with an estimate of the impact on the <br /> quality of the receiving area. <br /> Question 18b. This item is incomplete.
