wastewater should be provided. The number of systems should be set, rather than generalized and
any back-up locations or plans in case of septic failure.
Question 19b. The proposed septic systems should be adequately designed to prevent groundwater
contamination given the drainage qualities of the soils on the site.
Question 20.All types of wastes generated by this project should be identified and detailed.
Question 21.The document provides an analysis of the impacts on Highway 371, but analysis on the
local roads also needs to be considered, specifically Hurtig Road and County Road 168. Level of
service analysis or other similar detailed analysis should be provided to assess the level of traffic
impact on these roads, including potential delay times if applicable, resulting from this project.
Question 24. Identify any nearby sensitive receptors that may be impacted by the noise and dust
related to construction activities.
Question 27. The RV Resort Overlay District does not extend to the western portion of this property.
The Planning Commission should discuss how that item will be dealt with, or if the proposed project
still meets the spirit and intent of the Ordinance. The EAW should discuss compliance with the
Pequot Lakes Comprehensive Plan as well.
Question 29.This items should assess overall impacts of existing projects/development in the area.
Some of this information is provided under other items, like traffic analysis. The RGU is required to
assess the cumulative potential effects of related or anticipated future projects in determining the
need for an EIS. Without full analysis of the potential impacts, this item will be difficult to assess.
Current zoning classifications, existing developments, and population projections are just some of
the factors that can be used to assess cumulative impacts in the area.
Question 31. After a traffic analysis has been performed for the nearby local roads, it may be found
that mitigation measures or alternatives may be needed. These items should be summarized here.
The "wide range of environmental impacts" stated in this items should be further detailed. The
answer to this item is to serve as a synopsis of the items presented in the EAW.
14084 Baxter Drive, Suite 7
Baxter, MN 56425
(218) 828-3064
www.communitygrowth.com
