COMMUNITYGROWTH 1 N S T I T U T E MEMORANDUM To: Dan Helbling, Project Proposer Jeff Miller, Widseth Smith Nolting From: Charles Marohn, Community Growth Institute Lisa Barajas, Community Growth Institute Date: March 30, 2006 Re: Environmental Assessment Worksheet for RV Resort Village at the Preserve City of Pequot Lakes, Minnesota As requested, we have reviewed the Environmental Assessment Worksheet that has been prepared for the development proposal for the RV Resort Village at the Preserve. As the Responsible Governmental Unit (RGU), the City of Pequot Lakes has discretionary review in determining the accuracy and completeness of the document. We appreciate the effort that has been put into the preparation of this document, but have some questions and concerns about a number of items, some items minor while others may require more work. This memorandum will discuss these items so that the EAW can be completed and the review process can be continued. Question 3. On the contact information for the RGU, Dawn Bittner's title is Zoning Administrator.This �. should be amended to avoid any confusion in the public over Ms. Bittner's roles and responsibilities. Question 6b. The information provided is brief. Additional information regarding specific aspects of the project that may directly or indirectly manipulate, alter, or impact the physical environment should be included here. The document currently indicates general project construction methods, but should include more information regarding the amount of grading required, what types of methods will be used in site preparation, and what types of facilities will be used to control waste (including septic and garbage). The information provided in this section essentially serves as the executive summary for the document and should identify any alterations or impacts to the environment in further detail. Question 7. Provide the maximum building height of the buildings the project developer will be constructing. Provide the total area, in square feet, of the proposed buildings that the project developer will be constructing. List this under other commercial with the note indicating what these buildings are(club house, laundry shelter, etc.). Question 8.The preliminary and final plat approvals should be listed here as well. In this section,the list includes 'Wetlands Joint Application.' Why are these permits needed? The answer to this question does not need to be included in this section, but if wetlands are going to be impacted, those impacts should be discussed in other parts of the EAW. Question 10.The description provided in this section is not needed as the Before and After totals are equal.
