COMMUNITYGROWTH <br /> 1 N S T I T U T E <br /> MEMORANDUM <br /> To: Dan Helbling, Project Proposer <br /> Jeff Miller, Widseth Smith Nolting <br /> From: Charles Marohn, Community Growth Institute <br /> Lisa Barajas, Community Growth Institute <br /> Date: March 30, 2006 <br /> Re: Environmental Assessment Worksheet for RV Resort Village at the Preserve <br /> City of Pequot Lakes, Minnesota <br /> As requested, we have reviewed the Environmental Assessment Worksheet that has been prepared <br /> for the development proposal for the RV Resort Village at the Preserve. As the Responsible <br /> Governmental Unit (RGU), the City of Pequot Lakes has discretionary review in determining the <br /> accuracy and completeness of the document. <br /> We appreciate the effort that has been put into the preparation of this document, but have some <br /> questions and concerns about a number of items, some items minor while others may require more <br /> work. This memorandum will discuss these items so that the EAW can be completed and the review <br /> process can be continued. <br /> Question 3. On the contact information for the RGU, Dawn Bittner's title is Zoning Administrator.This <br /> �. should be amended to avoid any confusion in the public over Ms. Bittner's roles and responsibilities. <br /> Question 6b. The information provided is brief. Additional information regarding specific aspects of <br /> the project that may directly or indirectly manipulate, alter, or impact the physical environment <br /> should be included here. The document currently indicates general project construction methods, <br /> but should include more information regarding the amount of grading required, what types of <br /> methods will be used in site preparation, and what types of facilities will be used to control waste <br /> (including septic and garbage). The information provided in this section essentially serves as the <br /> executive summary for the document and should identify any alterations or impacts to the <br /> environment in further detail. <br /> Question 7. Provide the maximum building height of the buildings the project developer will be <br /> constructing. Provide the total area, in square feet, of the proposed buildings that the project <br /> developer will be constructing. List this under other commercial with the note indicating what these <br /> buildings are(club house, laundry shelter, etc.). <br /> Question 8.The preliminary and final plat approvals should be listed here as well. In this section,the <br /> list includes 'Wetlands Joint Application.' Why are these permits needed? The answer to this <br /> question does not need to be included in this section, but if wetlands are going to be impacted, <br /> those impacts should be discussed in other parts of the EAW. <br /> Question 10.The description provided in this section is not needed as the Before and After totals are <br /> equal.
