distribution, publish a press release, and submit copies of the document to the Environmental <br /> Quality Board and all members on the EQB's official distribution list, which includes state, <br /> federal,regional,and local units of government. <br /> The EQB then published notice in the EQB Monitor, upon receiving the completed document. <br /> Once that notice is approved, the 3o-day public comment period begins. The 3o-day period <br /> counts all calendar days,not just working days.During this time period,anyone who wishes may <br /> review and comment on the EAW,submitting all comments in writing within 3o days. <br /> If the RGU expects to receive dozens of comments from concerned citizens, it may be to the <br /> City's advantage to hold a public hearing to address these comments. Otherwise, the RGU is <br /> required to respond to all substantive written comments that have been submitted in writing. If <br /> the RGU does not anticipate an overwhelming amount of response or comments,then a public <br /> hearing may not be necessary,and certainly is not required. <br /> Planning Commission Direction: At this time, the RGU is charged with reviewing the <br /> document for completeness. All comments and discussion should be focused on the accuracy <br /> and completeness of the information presented and any potential impacts that may warrant <br /> further investigation and analysis. <br /> The Planning Commission should decide whether the document is complete, or if more <br /> information is needed. <br /> Staff Recommendation: We have been in discussion with the applicant's team and have <br /> recommended,in a May ii memo,some final modifications and discussion points to finalize the <br /> document.
