Crow Wing County Zoning Ordinance Part III—Development Standards I. To scale drawing. All site designs must be drawn to scale to fit on an 8.5 x 11 inch sheet of paper with the exception of Planned Unit Developments and Plats. J. Property identified. The property real estate code and legal description must be on the design application to be complete. K Required design sheet. All designs must be submitted on Crow Wing County design sheets. L. New system tank sizing. Sewage must pass through a minimum of three baffles before reaching either a lift tank or the drain field. This may be accomplished either through a compartmentalized septic tank of a minimum of one thousand five hundred(1500)gallons or multiple tanks with no tank having less than one thousand(1000)gallon capacity.An affluent may be substituted for a baffle. The filter must be of such a design that when the filter is removed from the filter housing,the flow of water from the tank is not allowed. M. Bedroom Additions and Variances. Undersized and failing sewage treatment systems shall be upgraded to equal daily flow changes created by any bedroom changes prior to issuing a permit or variance. N. Soil Pits. Shall be required,but not limited to one pit for all treatment areas. The soil pit shall be excavated at the time of the septic inspection. The soil pit shall be excavated to a depth that will allow the verification of redoximorphic features and the three foot separation as required by MPCA 7080(conform to OSHA confined space requirements) Location of soil pits shall be adjacent the lowest trench or next to the down slope side of an elevated treatment area. The pit shall not impact the hydraulic performance of the ISTS. 37.6 OTHER ESTABLISHMENTS AND PERFORMANCE SYSTEMS A. Tests required. Biological Oxygen Demand(BOD),Total Suspended Solids(TSS),and Fat Oil Grease(FOG)testing is mandatory for all`Other Establishments',and`Performance' systems. The test samples must be taken at a point between the effluent end of the tank and the treatment area. An access for taking a sample must be provided. Test samples shall be �. taken within eighteen(18)hours after maximum flows. B. Other and Performance systems. These systems must be accompanied by a complete monitoring and mitigation plan specifying,but not limited to the following:An outline of the system,indicating/showing what will be monitored,testing frequency,how the results will be disseminated,and who will be responsible for replacement should the system fail,and a time frame for repair. 37.7 FAILED SEPTIC SYSTEMS A. Failed systems must be replaced. A failed septic system shall be upgraded,replaced or repaired in compliance with Minnesota Rules Chapter 7080.0060,as applicable within ten months from the date it was determined to be failed as documented on the MPCA compliance form. B. Replacement design.The owner(s)shall submit to the Planning and Zoning Department an acceptable replacement design and apply for a septic permit within thirty(30)days after notification by the Department. The replacement design shall identify the location and design of the septic system and a schedule for its replacement. Failure to submit and execute an acceptable replacement design is a violation of this ordinance. 37.8 INSPECTION PROCEDURES AND REQUIREMENTS A. Notice prior to covering. The installer shall notify the Planning and Zoning Office a minimum of twenty-four(24)hours before the covering any portion of the construction work. CHANGES FROM THE APPROVED SEPTIC DESIGN WILL REQUIRE APPROVAL BY THE COUNTY PRIOR TO CONSTRUCTION. . B. Reasonable response to notice. If the installer provides proper notice and the inspector does not provide an inspection within one(1)hour after an inspection time was set,the installer Part III Page 61
