Residential. Section 4.4 of the Ordinance may need to be modified. Transition <br /> Residential allows double density over Wooded Residential. <br /> Public Comment: <br /> Joel Gregory, 31216 Co. Rd. 112. <br /> Mr. Gregory owns the 6.5 acres directly south of Mr. Greer and would not mind his <br /> parcel being changed to Urban Residential. <br /> Curt Cogan, 31368 Co. Rd. 112. <br /> Mr. Greer owns the parcels to the north, east and south of Mr. Cogan. Mr. Cogan is not <br /> against development, but prefers bigger lot sizes and less density. He is against rezoning <br /> to Urban Residential. <br /> A motion was made by Tom Adams, seconded by Bill Habein, to table this matter. All <br /> members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests to Rezone from Agriculture to Transition Residential. Parcel <br /> #290113200E0009—Curt Cogan. <br /> Mr. Marohn explained the Staff Report. Curt Cogan was present. <br /> JOHN DERKSEN ARRIVED AT 7:54 P.M. <br /> Ms. Barajas explained that Staff recommended tabling this matter in the Staff Report as <br /> they had not been able to contact Mr. Cogan. Staff had subsequently spoken to Mr. <br /> Cogan and he has concerns about the Transition Residential zone. Animal Boarding is <br /> allowed in Agriculture, but not in Transitional Residential. He currently has 10 boarding <br /> kennels, but could expand to 20 kennels. His property is set up as a hobby farm, but he <br /> was concerned with the number of horses would he be allowed in Transition Residential. <br /> Also, would he be forced to hookup to sewer and water when it is available? <br /> Mr. Marohn explained that his Boarding Kennels is non-conforming and could be <br /> expanded to 20. Animal Husbandry would not be allowed. Mr. Cogan was concerned <br /> with sewer and water hookup. Mayor Malecha was present and stated that according to <br /> the Annexation Agreement, when parcels from the old Township hookup to services, <br /> their taxes would go up 30% -40%. <br /> Mr. Cogan asked about a Rural Residential classification. Staff was directed to look at <br /> Rural Residential. <br /> A motion was made by Mark Hallan, seconded by John Derksen, to table this matter. All <br /> members voted"aye".
