i <br /> 10. The proposed lot layout is not incompatible with the layout of adjoining <br /> properties and will not inhibit future development. <br /> 11. All lots have at least 33 feet of frontage on a public right-of-way with the <br /> proposed road. <br /> 12. The proposed public road is on relatively flat ground and should pose any <br /> significant difficulties for construction. <br /> 13. Public access it not being provided to adjacent properties; however, the steep <br /> slopes would inhibit connections to the west and south. Highway 371 lies to the <br /> west. The Paul Bunyan trail lies to the east and access is being provided through <br /> Outlot A. Although the property to the south already has access to a public road, <br /> there is the potential for a future connection through Outlot B with future <br /> development. <br /> 14. The applicant has indicated that utility easements will be provided for as required <br /> in the Ordinance. <br /> 15. The applicant outlined the Erosion Control Plan which includes: <br /> a. All ground disturbed by construction is to be stabilized as soon as possible <br /> using seed and mulch turf establishment <br /> b. Maintain Vegetation along property lines and areas undisturbed by <br /> construction. <br /> c. No filling or disturbing wetland(s) areas. <br /> d. Silt fences shall be placed at edge of wetlands during construction. <br /> subject to the following conditions: <br /> 1. The applicant shall submit soil borings indicating that the soils are suitable for a <br /> primary and alternate individual sewage treatment system (ISTS, commonly <br /> known as septic system). <br /> 2. The applicant shall propose a name for the proposed public road. <br /> 3. Cul-de-sac disturbed construction area be maintained within the right-of-way. <br /> No other disturbed areas in Outlot B. <br /> All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes. <br /> Applicant requests to Rezone from Wooded Residential to Transition Residential. Parcel <br /> #'s 290113200AAD009, 290113200AAC009, 290113200000889, 290113200D00009 — <br /> Chris Greer. <br /> Mr. Marohn explained the Staff Report. Steve Qualley, attorney at law, was present <br /> representing Mr. Greer. Mr. Qualley had a map he had received from Mr. Greer <br /> indicating 5 different tracts. This map does not agree with the County parcel information. <br /> Mr. Qualley stated that Mr. Greer wishes to retain the Wooded Residential Classification. <br /> Mr. Qualley stated that Mr. Greer doesn't mind the "north remainder" portion being <br /> Transition Residential and the "south remainder" and southwest corner becoming Urban <br /> Planning Commission 3 <br /> September 15, 2005 <br />
