OLD BUSINESS: <br /> Administrative Fines and Fine Designation on Fee Schedule: <br /> Staff reported that she met with Chief Braam. The first draft will not contain any <br /> violations that another agency would respond to, such as the SWCD or MPCA. They are <br /> developing a sliding scale for the other offenses. Chief Braam set a deadline to have this <br /> information together by November 15, prior to our regular November meeting. <br /> The Police Department has delivered 2 violation letters recently. <br /> Extractive Use Overlay District: <br /> Ms. Barajas explained the Staff Report. It was the consensus of the Planning <br /> Commission to extend the Overlay District to the northern City limits in the northeast <br /> corner. There are no residences close by in either Ideal Township or Breezy Point. The <br /> Planning Commission directed Staff to hold a public hearing next month. Ms. Barajas <br /> stated she would add an overlay district to Section 6 and develop Performance Standards. <br /> Future Road Plan: <br /> Staff reported she had mailed a letter to Tim Houle, City Engineer, outlining the Planning <br /> Commission's comments with regard to the proposed Road Plan and the Comprehensive <br /> Plan. <br /> Accessory Structure Discussion: <br /> Sixty-four square feet may be too much. Rather than use the Shoreland Tier Dimensions, <br /> it was recommended to use 300 feet for the 1St tier on General Development and <br /> Recreational Development lakes and 400 feet for the 1St tier on a Natural Environment <br /> lake. <br /> Staff was directed to hold a public hearing in November. <br /> Downtown Plan: <br /> The text copy had just been received and due to the size of the document,Vice-Chair <br /> Adams directed Staff to include this on the Agenda next month to make a <br /> recommendation to the City Council. <br /> APPROVAL OF MINUTES: <br /> A motion was made by Bill Habein, seconded by Roger Varilek,to accept the Minutes of <br /> the September meeting as read.
