Mr. <br /> Van Eeckhout said no. <br /> Marohn stated another option was to keep the highway along the present alignment. In <br /> comparing this with the alternate route, does the MPCA have a strong preference? Mr. <br /> Van Eeckhout stated it is not a strong preference, but the MPCA probably would lean <br /> toward the through town route, due to less impervious coverage. <br /> Mr. Woog asked if any lakes were impacted with the alternate route? Mr. Van Eeckhoute <br /> stated there were none. <br /> Mr. Ryan asked what the role or the authority of the MPCA? Mr. Van Eeckhoute staffed <br /> that the MPCA's scrutiny is probably less because there is not an impaired water in the <br /> area. Their task is to protect waters of the state. Their reviews of MnDOT projects are <br /> usually handled in St. Paul, due to the smaller staff in the Baxter office. <br /> Mr. Woog asked if more than one acre impacted, will the MPCA require MnDOT to <br /> prepare a stormwater pollution prevention plan? Mr. Van Eeckhout stated that was <br /> correct. <br /> Mr. Ryan asked if there was an overlap with the DNR? Mr. Van Eeckhout stated there <br /> was, especially in area of lakes. <br /> Mr. Ryan asked if the MPCA was going to sign off on project on certain impacts? Mr. <br /> Van Eeckhout stated yes, especially on stormwater management,which overlays with the <br /> watershed concerns. MPCA is also concerned with old septic systems and old <br /> underground storage tanks.- <br /> Mr. Ryan asked if the MPCA has done an official review of alternate route? Mr. Van <br /> Eeckhout stated not yet. <br /> Mr. Woog stated this would be partly done during the stormwater permit process. <br /> Mr. Sjoblad asked if the MPCA would work with MnDOT on the review? Mr. Van <br /> Eeckhout stated they would. <br /> Mr. Marohn stated that the MPCA's input now is sought as someone separate from <br /> MnDOT and more of an expert. <br /> Mr. Ryan asked about the official review process. Mr. Van Eeckhout has not heard from <br /> St. Paul on the process. <br /> Mr. Bray stated if the alternate route is chosen,the MPCA and others would be involved <br /> in review process for updating the EIS. <br /> 2 <br />
