Mr. Williams asked if the alternate route is changing minor watersheds? Mr. Van <br /> Eeckhout stated he does not know if either route would change runoff, but it should be <br /> INII handled during design. <br /> Mr. Williams believes we are further away from Sibley Lake watershed and would have <br /> less construction impacts with the alternate route vs. the through town route. <br /> Mr. Williams asked about maps for hazardous waste site, etc. Mr. Van Eeckhout stated <br /> he was not sure of the status. Mr. Sjoblad stated the City reviewed this information for <br /> the Wellhead Protection process. Mr. Van Eeckhout stated they would be interviewing <br /> people also. <br /> Mr. Bray stated that a Phase One Environmental Survey is conducted with the EIS. <br /> Mr. Williams asked if MnDOT gets a stormwater permit from the MPCA with the same <br /> requirements? Mr. Van Eeckhout said yes. <br /> Mr. Bray stated MnDOT will be getting this permit no matter which route is chosen. <br /> 6:30—end of Mr. Van Eeckhout's time. <br /> MN/DOT—Jamie Hukriede, District 3 Right-of-Way Engineer: <br /> ➢ What will MnDOT do to assist businesses impacted by an alternate route? <br /> Right-of-way is focused on a taking of property rights and being compensated by the <br /> state. There are no statutes that he is aware of for providing compensation to properties <br /> not touched by the construction. <br /> Mr. Ryan and Mr. Woog asked if a highway orientated business such as a gas station <br /> would be compensated? Mr. Hukriede stated they would not; they need to touch <br /> construction. <br /> Mr. Marohn asked if MnDOT would compensate for financial impacts? Mr. Hukriede <br /> stated no. <br /> Mr. Williams asked how long he had been with MnDOT? Mr. Hukriede stated 17 years, <br /> 2 1/2 in R/W. <br /> Mr. Marohn gave the example of Highway 169 and Highway 18 possibly discussion <br /> compensation for a gas station bypassed by Highway improvements. Mr. Hukriede stated <br /> he is not aware of compensation through R/W process for this. There may be another <br /> program. <br /> 3 <br />
