Chad Connor. That action took place and an onsite meeting. Silt fence was not <br /> �-- properly installed and there needed to be additional seeding and plantings done. Silt <br /> fence was repaired and plantings and seeding took place at most improper time for <br /> growing season. Some of the plantings died in the process. This area had been <br /> reseeded and should resemble other areas in the spring. Not as natural as entire area, <br /> as it was used as beach and mooring area for the previous resort. This area is in <br /> packet and shown with pontoons and beach area with camper, dead trees and areas <br /> where boats were pulled up in that area. We are not ignoring the situation but it <br /> seems we have not done to satisfaction of City. Wilderness has hired a landscape <br /> architect and plans an entire use for the entire area. He hopes to present that at the <br /> January meeting. <br /> The Planning Commission reminded Mr. Miller that approximately 1 1/2 years ago, <br /> before the CUP and Plat were amended, he had stated he would keep the Planning <br /> Commission updated on an every other month bases, of the progress on the <br /> conditions. There were a lot of conditions where plans were to be developed, the <br /> vegetative for example, and be approved. Mr. Miller stated that there has not been a <br /> lot of activity taking place. <br /> When asked, Mr. Steffens stated he felt all of our discussions had been relayed by <br /> WSN to him. They acted as quickly as they could to remove the beach and were <br /> remiss and thought the Cease and Desist had been removed. <br /> `. Lifting of the Cease and Desist would be in writing from Staff. <br /> The Cease and Desist was issued for construction the SIZ in November, 2007. On <br /> December 6, Mr. Steffens applied for a permit to construct Unit 21. A letter was sent <br /> to Mr. Steffens stating that no permit could be issued with a Cease and Desist on the <br /> property. On December 13 the Planning Commission discussed the Cease and Desist <br /> on the beach, stated it would be done in the spring and requested that they be allowed <br /> one permit to construct Unit 21 during the winter months. There was a condition <br /> included to obtain written resolution to the matter. He conveyed to Mr. Steffens that <br /> the Cease and Desist had been lifted and should be allowed to get this one building <br /> permit based on the action of the Planning Commission. No written resolution <br /> received by City. Staff issued permit to restore beach area. <br /> No permit was issued for Unit 21. Mr. Steffens applied previously. Mr. Steffens <br /> proceeded to construct Unit 21 without a permit. They never received the permit as <br /> city never issued the permit. <br /> No new application made for Unit 21 after Dec 13 Planning Commission meeting. <br /> They started construction in December and finished in May. <br /> Dec 13 Planning Commission was to lift violation and approve the permit. No <br /> written resolution received until May 30.
