Condition#1 needs to be clarified. Outside storage is only for the display of units. Mr. <br /> Van Valkenburg plans to display the units along TH 371 in front of the Crafters Mall <br /> buildings. The sizes vary with 6' X 8' the smallest, some 8' X 8', and 8' X 12'. Eleven <br /> feet high would be the tallest. The units would fit in the larger buildings, but he does not <br /> plan to store them there. <br /> Mr. Van Valkenburg plans to be open 7 days a week through Christmas. From Christmas <br /> to Memorial Day he plans to be open Wednesday through Sunday. He plans to offer the <br /> outside spaces under the canopy to flea market vendors, also known as buy/sell vendors. <br /> The buy/sell vendors do not mix with the crafters. He anticipates only a few outside <br /> vendors. He is not sub-leasing the third building and would not need additional signage. <br /> Public Comment: None. <br /> Chairman Woog stated that letters had been received today from the Minnesota <br /> Department of Transportation and from the Crow Wing County Highway Department. <br /> Mr. Marohn stated that MN/DOT did not make any recommendation; however, the <br /> County suggested the possible installation of a right turn/bypass lane on the south side of <br /> County Road 107 and a right turn lane on the north side of County Road 107. This use <br /> would not increase traffic requiring the County Road 107 upgrades. There were no large <br /> numbers of cars lined up except for the sportsman's show. Crafters weekend had few <br /> cars and did not fill the parking lot and were not waiting to access onto County Road 107. <br /> If events become as popular as the sportsman's show,the improvements may need to be <br /> made. The traffic history could be reviewed to determine if the owner would need to <br /> implement the improvements. <br /> A motion was made by Bill Habein, seconded by Mark Hallan, to approve the <br /> Conditional Use Permit,based on the following Findings of Fact: <br /> 1. The total impervious surface coverage is currently at 36.3 percent. This <br /> percentage was approved by the City with the first Conditional Use Permit as the <br /> applicant provided a stormwater retention plan showing containment of the 10- <br /> year, 24 hour storm event on the parcel. The overflow parking was not counted as <br /> impervious surface. The property contains three drainage pond areas. The <br /> applicant has not requested anymore impervious surface coverage but does <br /> propose to store units outside. <br /> 2. The proposed use, with conditions, would be compatible with the existing <br /> neighborhood and also is compatible and consistent with the existing use of <br /> property. Adjoining properties to the east and south are largely undeveloped with <br /> some commercial development to the north and some residential development on <br /> the west side of State Highway 371. <br /> 3. In the original CUP, the applicant had provided 315 parking spaces with <br /> 173 of those being permanent and the remaining 142 as overflow. If the utility <br /> buildings are to be stored outside as the applicant has intended that will reduce the <br /> number of available parking spaces. The applicant has not said how many parking <br /> spaces will be taken up with the storage of the buildings in the parking area.
