. II <br /> Marry Johnson, 1119— 15'h Avenue, Brainerd, opened the Farmers Insurance office in the <br /> basement of the bank building. Power is available to the area for the sign. The sign <br /> would be at an angle to the corner with the reader board on the back. There would be no <br /> flashing sign and would only be visible to the bank patrons in the drive thru. They are <br /> allowed 72 square feet and felt it would be nicer to have a smaller sign with a reader <br /> board, more aesthetically appealing. <br /> Chairman Woog stated he had a conversation with P.J. Smith of American National <br /> Bank. Mr. Smith was upset that they couldn't have the reader board. Mr. Woog had <br /> suggested getting feedback from the Planning Commission. The sign would be allowed, <br /> not the reader board. <br /> After discussion the following was determined: the sign would sit at a 45 degree angle to <br /> the streets; the drive thru is on higher ground; the reader board would not be visible from <br /> the streets, only the drive thru with no glare on the street; when bank is closed the reader <br /> board would be turned off;the Farmers Insurance sign would be back lit; lights would be <br /> downward and turned off after hours. <br /> The reader board would likely be allowed through a Sign Concept Conditional Use <br /> Permit or a Variance. Chairman Woog suggested obtaining an over-the-counter permit <br /> for the sign without the message board or to be allowed to do something that doesn't fit <br /> the ordinance do a Sign Concept Plan and come in for a public hearing to allow with <br /> conditions. <br /> It was the consensus of the Planning Commission that we could hear the Conditional Use <br /> Permit next month. Staff can issue a permit for the sign,but not the reader board. <br /> Conditional Use Permit for next month <br /> c. Lonesome Cottage After-the-Fact Permit Fee. <br /> Mr. Marohn stated Mr. Andersen is officially appealing the after-the-fact fees that were <br /> assessed for construction of two outbuildings. He is recommending the Planning <br /> Commission waive the after-the-fact fees with the stipulation he pay the Land Use Fee. <br /> The Planning Commission did this earlier for a person in a similar circumstance. Mr. <br /> Andersen's buildings are temporary in nature. The same six Findings of Fact would be <br /> resubmitted. <br /> Staff pointed out two inaccuracies in Mr. Anderson's letter: 1. The fee paid was actually <br /> $1,000 as opposed to the $10,000 stated in the letter. 2. Neither of the two structures <br /> were part of the original application. <br /> A motion was made by Scott Pederson, seconded by Tom Woog,to send this to the City <br /> Council with no recommendation from the Planning Commission. 3 AYES; 4 NAYS. <br /> MOTION FAILS. <br /> Mr. Marohn requests that whatever recommendation the Planning Commission sends to <br /> the Council, he would like the Commission Liaison to make it to the Council. <br /> Minutes 14 <br /> Pequot Lakes Planning Commission <br /> August 20, 2009 <br />
