Chairman Woog closed the Public Hearings. <br /> ADDITIONS OR DELETIONS TO THE AGENDA: <br /> Add New Business: <br /> 7.b. Wilderness Resort update <br /> OPEN FORUM: None. <br /> NEW BUSINESS: <br /> a. Business Subsidy Policy,Draft <br /> Chairman Woog, who also serves on the Economic Development Committee (EDC), <br /> explained that the EDC will provide 2 policies: <br /> 1. One for larger projects such as a SuperValu or other big dollar project requesting <br /> subsidy requiring attorneys, etc. The City is required by State Statute to have a <br /> Business Subsidy Policy. <br /> 2. One for smaller, infill projects. The next decade will probably see smaller <br /> projects, such as infill projects in the downtown area where there is existing <br /> infrastructure. This new policy would help the smaller projects ($25,000 or less) <br /> and would identify the benefits the City can offer to fill in gaps. <br /> The Planning Commission discussed the definition of a high quality job in Pequot Lakes. <br /> It would pertain to an individual; money is not always the goal. <br /> They also discussed how the City could streamline the process to infill the vacant spaces <br /> so that a newcomer would know they are a business the City is targeting. Different tiers <br /> could be used. We need to create an environment so those things can happen, supporting <br /> businesses. <br /> The Planning Commission encouraged the EDC to create a second policy for businesses <br /> needing under$25,000 and offered to collaborate on it. The City should identify tier one <br /> businesses needed (umbrella)that will create the necessary traffic to support smaller <br /> businesses. The Planning Commission also liked the Business Subsidy Policy chosen by <br /> the EDC. <br /> b. Wilderness Point Update— <br /> Jeff Miller, WSN, explained that the final site plan is almost complete. The number of <br /> units is the same as discussed earlier. The lots had all been generally placed. When they <br /> began working on the final grading,they started looking at preserving trees and how best <br /> to use what was there; some of the units moved a little bit. There are more tri-plexes than <br /> the original plan. Some things have been condensed but the general plan has not <br /> changed. <br /> The density calculations have not changed. There is now better stormwater management <br /> than the previous plan.
