With the downturn in the economy,the PCA is allowing them to phase the system in <br /> rather than building it all at once. They are able to monitor flows and adjust the rest of <br /> the system as dictated and as units are added. The flows are coming in lower with other <br /> resorts and there is no need to build large treatment fields. <br /> Mr. Miller further stated the first phase of the sewer system will be built next year; the <br /> amenities building, etc. needs to be hooked into that system. The next phase of <br /> construction will be Units 23 —34 and 1 —5. <br /> The grading, erosion control and stormwater plans should be complete next week and <br /> will be submitted for next month and to Tim Houle for his comments. The draft,revised <br /> Association Documents will be submitted to City Attorney Sandelin and for review next <br /> month. The Final Plat is almost complete. The sewage treatment system should be <br /> finished in 2 weeks with numerous meetings with the PCA; Tim Houle will do minimal <br /> review of that for final approval from the PCA. The City will receive notification of the <br /> PCA approval. The vegetative enhancement plan should be complete in a few weeks <br /> with just minor items left to complete. <br /> They are pretty much on schedule to keep the process rolling and to complete this year. <br /> They plan to file the Final Plat with the garage plat as well. <br /> OLD BUSINESS: None. <br /> APPROVAL OF MINUTES: <br /> A motion was made by Bill Habein, seconded by Mark Hallan, to approve the September <br /> 16, 2010 Minutes, as read. All members voted"aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Bittner pointed out the 5 permits issued and the 14 letters sent. The following Potential <br /> Violations/Enforcement Actions were discussed: <br /> 1. Dale Olson: Mayor Adams stated the East Twin Lake Association is outraged <br /> that he gets to keep part of the retaining wall. He constructed the entire wall <br /> without a permit. The Association Newsletter always reminds property owners to <br /> contact City Hall and obtain a permit prior to any work being done. All he has to <br /> do is pay a fine and he gets to keep some of it. The sand area just appeared and <br /> keeps growing. Mr. Marohn stated he went out there last year to meet with Mr. <br /> Olson and thought part of the wall had been there. Staff informed Mr. Marohn <br /> that only pavers had been along the top of the bank. Mr. Marohn stated it is not <br /> too late; if the Planning Commission is not satisfied we can have more removed. <br /> The Planning Commission would like Staff to meet with Mr. Olson, compare <br /> what is there today to pictures from last summer and to resolve this matter to the <br /> ETL Association's satisfaction. <br /> 2.
