Deb Brown, Bill Habein, <br /> Tom Adams,Scott Pederson,and Cheri Seils voted against the motion. Motion fails 1—5. <br /> Deb Brown made a motion the approve Alternative 2,prohibiting digital signs. Motion was <br /> seconded by Tom Adams. <br /> Deb Brown,Tom Adams,John Derksen,and Cheri Seils voted for the motion. Scott Pederson <br /> and Bill Habein voted against the motion. Motion is passed 4-2. <br /> PUBLIC HEARINGS <br /> APPLICANT: Brian Laudenbach, BLMM, LLC <br /> Conditional Use Application for Drive Through and related signage(continuation) <br /> City Planner Oleson provided the background to the application.A conditional use permit has <br /> been approved with conditions and the applicant is now asking for that to be modified by adding <br /> some impervious coverage for a drive on the west property line and a deepening of the <br /> stormwater pond that was required. <br /> Sean Kaneski stated that he had contacted Zoning Administrator Bittner previously asking if it <br /> was ok for the area on the west property line to be driven over,as long as it wasn't paved. Bittner <br /> told him that it would be considered impervious if they were to drive on it and therefore not <br /> allowed by the conditions on the conditional use permit. Kaneski stated that the pond was <br /> required to hold a certain amount of water—not have specific dimensions.They can maintain <br /> the required capacity even with a change in size. <br /> Chairman Woog asked the neighboring property owner, Denny Peterson,for his input. Mr. <br /> Peterson noted that he has 2-3 deliveries per month by truck and they currently either pull in <br /> through the Dairy Queen property or from Olson Street,which requires jackknifing and <br /> temporary blocking of the road.Their business is utility locating and they used to have 30 <br /> people/day at the business,but now it is 5-10 per day. <br /> Scott Pederson asked how large the trucks are that make deliveries. Mr. Peterson stated they are <br /> semi-trailers and that they only deliver during the day. He stated that his preference is for the <br /> trucks to enter through the Dairy Queen and then exit on Olson Street. <br /> Tom Adams asked how the traffic flows. Mr. Peterson stated that it flows from Lake Street <br /> south,right to his business. <br /> John Derksen asked if the trucks could make the swing in their current plan? Denny said yes, <br /> there is plenty of room. <br /> Denny stated that he would like the area where the trucks enter to be gated, so that only the <br /> trucks can pass through.
