Sean Kaneski stated that he would like to pave the delivery drive,rather than making it some <br /> pervious material, so that it would match up with the rest of the area.The Commission agreed <br /> this would be better—to match it up. <br /> The Commission discussed how wide a drive was needed for semi-trailers. <br /> Chairman Woog said that semi-trailers would need about 14 feet of width. <br /> Scott Pederson made a motion to allow the conditions of the Conditional Use Permit to be <br /> amended to allow for a 14 foot paved driveway with a gate at the property line. Motion seconded <br /> by Tom Adams. <br /> Chairman Woog asked the Commission to establish findings of fact,suggesting: <br /> 1. The change will improve safety on Olson Street by preventing the blocking of the road <br /> during deliveries. <br /> 2. The retention pond will have the same capacity as was previously designed. <br /> There was discussion whether it was necessary to require the gate and if it was appropriate for <br /> the City to make that requirement or whether that was an issue to be addressed by the relevant <br /> landowners. <br /> Scott Pederson and Tom Adams agreed that the motion be amended to not include the <br /> requirement of a gate on the property line.The amended motion was to approve an amendment <br /> to the conditions of the Conditional Use Permit to allow for a 14 foot paved driveway. <br /> `-' The motion passed unanimously. <br /> PUBLIC HEARINGS <br /> APPLICANT:Wilderness Resort Villas, LLC <br /> Ordinance Amendment to create a Large Resort Overlay District <br /> City Planner Oleson provided background on the application.The Resort had previously been <br /> approved by the City with density limits based on the rules that apply to residential use.The <br /> proposal in the creation of the"Large Resort Overlay District"is to change how density is <br /> calculated so that it is based on commercial(transient)use of the property,using standards <br /> developed by the DNR in its Shoreland Rules in the late 198os and early 19gos.The applicants <br /> have provided a revised proposal(not in the packet)that would substitute the density <br /> calculations used for resorts in the DNR's 2005 Alternative Standards. Oleson explained that <br /> these calculations do not result in a maximum number of dwelling units,as under the other <br /> calculation methods,but rather in a maximum amount of ground that can be covered by <br /> dwelling units and other buildings.The proposal would also limit the location of garages on the <br /> property and the size of closets in the dwelling units as a way to ensure the use of the units is <br /> transient and not residential.The proposal also includes limitations on the number of mooring <br /> slips allowed. <br /> Minutes 4 <br /> Pequot Lakes Planning Commission <br /> April 20, 2010 <br />
