like to not just ban digital signs, but also ban all message boards, including temporary message
boards. Pederson stated he felt it was just too much information for people to take in.
John Derksen stated he was totally against making any changes, as the ordinance had just been
adopted and hasn't been given a chance to work. He suggested checking back in 2-3 years before
making any changes. Derksen stated that allowing signs would start to create a slippery slope
and that residents he has talked to do not want flashy signs. It is not the type of sign that makes
the business work or not work.
Cheri Seils stated she has been looking at a lot of message boards lately and that they cannot be
seen when speeds are 35-40 mph. When the signs change a lot, they are a distraction. Seils does
not agree that all message boards should be banned. As an example, the Chamber of Commerce
board provides a good service in communicating events.
Chairman Woog asked for public comments.
Councilman Ryan stated that the businesses know whether the signs work or not; they wouldn't
put up the signs if they didn't work. Prohibiting signs is a detriment to businesses. Most of the
signs in the City don't meet the current ordinance now.
John Derksen said businesses are only a small part of the population. loo percent of the
population he has talked to don't want digital signs.
Councilman Nagel agrees with Bill Habein. Businesses should have the flexibility to use current
technology to change signs and that it is functionally the same as signs that can have text
changed manually.
Chairman Woog called for a motion, clarifying what the two options were plus the option of
leaving the ordinance as it is.
John Derksen made a motion to leave the ordinance as it is.Tom Adams seconded the motion.
Tom Adams asked for clarification of the current language, which was provided by Chairman
Woog and City Planner Oleson.
Scott Pederson stated that he felt the current language allowed for digital signs to be banned,
however they were lit,but that it is confusing.
Deb Brown felt that Alternative 2 made the current language more clear.
Tom Adams clarified that we now allow time and temperature digital signs?American National
Bank is the only business with a time and temperature digital sign.
Chairman Woog stated that they are allowed now as part of an overall design. He clarified that
the current motion is to change nothing in the current language.
Scott Pederson stated that the current language is not restrictive enough or too restrictive. It
does not clearly state which way the City wants to go.
Minutes 2
Pequot Lakes Planning Commission
April 20, 2010
