There is no issue with the directional sign on West Lake Street. It will be two sided and <br /> lit. <br /> Mr. Kaneski requested the sign change possibly twice a day. It would not be as bright as <br /> the BP sign,no LED bulbs. The Planning Commission stated they would like to see an <br /> example of the proposed sign. <br /> A motion was made by Dean Williams, seconded by Bill Habein,to approve the <br /> Conditional Use Permit for a Drive-thru,based on the following Findings of Fact: <br /> 1. The request for a Conditional Use Permit is to allow a drive-thru as part of a <br /> redevelopment project for the Oasis building. A drive-thru would be classified as <br /> Commercial Use, Other in the DMU district, which requires a conditional use <br /> permit. <br /> 2. The proposed development will meet all setbacks except for the existing sign and <br /> the existing gas canopy. There are no proposed changes to the gas canopy at this <br /> time and there is a proposal to change the sign which is discussed as a separate <br /> part of this report. <br /> 3. The existing impervious coverage is over 76 percent. There is no onsite storm <br /> sewer available at this time, which limits the overall impervious coverage to 50 <br /> percent. The majority of the storm water sheds to the east into MN/DOT's right- <br /> of-way. <br /> 4. The majority of the parking (17 spaces) are located in the back of the building, <br /> with 13 spaces being provided in the front. <br /> 5. The applicant has not submitted a landscaping plan indicating that additional trees <br /> and shrubs will be planted between the parking and adjacent sidewalks and <br /> buildings. <br /> 6. There are not any proposed sidewalks, paths or resting areas for pedestrians being <br /> proposed at this time. <br /> 7. There has not been any lighting plan submitted at this time indicating that all <br /> entrances and pedestrian areas will be lit to two-foot candles. <br /> 8. A drive-thru would be classified as Commercial Use, Other which requires a CUP <br /> in the DMU district. <br /> 9. The Comprehensive Plan does not specifically address this request but allows for <br /> the use of commercial development within the City. <br /> 10. The proposed use would be the first drive-thru restaurant in this area. This is not <br /> compatible with the existing zoning classification which is geared towards <br /> pedestrians. However, it would be compatible with the way the existing lot is <br /> currently developed which is geared towards automobile traffic. Conditions <br /> imposed on the use would aid in the compatibility of the proposed use. <br /> 11. The proposed use, with conditions, would not be injurious to the public health, <br /> safety, welfare, decency, order, comfort, convenience, appearance or prosperity of <br /> the City in that the drive-thru would be consistent with current traffic patterns in <br /> this area. <br /> Minutes 4 <br /> Pequot Lakes Planning Commission <br /> Special Meeting <br /> February 22,2010 <br />
